Praise be to Allah, and peace and blessings be upon the Messenger of Allah, his family, his companions, and those who follow him. Thereafter,
Peace be upon you, and the mercy of Allah and His blessings.
I would have loved to participate in the opening of your conference while being present among you; however, the oppression of the oppressors and the plots of the schemers have made me participate with my voice rather than my person. I would have loved even more for your conference to be held while the banner of the Khilafah flutters in its halls and at the highest peaks, with the Khalifah opening your conference, or his deputy, along with his assistants, the Qadi al-Mazalim (Judge of Injustices), and the Amir al-Jihad of the Khilafah State. However, what we desire has not been realized to date. Nevertheless, the promise of Allah to His believing and righteous servants of succession (Istikhlaf) on earth:
وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ
"Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earth." (An-Nur [24]: 55)
And the glad tidings of His Messenger (saw) regarding the return of the Rightly Guided Khilafah on the method of Prophethood:
ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ
"Then there will be a Khilafah on the method of Prophethood." (Narrated by Ahmad)
And what we are upon, by the grace of Allah, of sincerity to Him (swt) and truthfulness with His Messenger (saw), and the Ummah's aspiration toward its Islam and seeking judgment from it—all of this makes us reassured that nothing remains between us and the establishment of the Khilafah except a very short time, or even less.
Honorable Brothers,
All indicators show that the time for the Khilafah has drawn near, so roll up your sleeves to make its establishment a visible reality. It has become a primary demand for the general Muslims, who find in it the pleasure of their Lord, the restoration of their glory, the liberation of their lands, emancipation from the influence of the colonialist Kuffar, and salvation from the oppression of their rulers. The Ummah has seen these rulers with its own eyes handing over the lands to the Kuffar, humiliated and submissive, feeling no shame before Allah nor before the servants of Allah. Here is Palestine, occupied by the Jews who spread corruption and mischief, committing massacres morning and evening. Then Afghanistan and Iraq, facing the ongoing, blatant, and brutal aggression from America, Britain, and their followers. There is Kashmir, where the Hindus roam freely with killing and destruction, and there is Chechnya, where the Russians close in with crime after crime. And what is happening in the secession of the South in Sudan, and the calamities and tragedies occurring in other parts of the lands of Islam, which make one's skin crawl. Despite all this, the rulers in the Muslim lands do not lift a finger, nor do they repel an aggressor, nor do they protect the land or the people.
When they hold a conference, they conspire within it; they disperse as they gathered, without any effective or powerful action, nor even a straightforward, correct word—and their recent conference is not far from you. They look at the massacres occurring in Muslim lands like one who is fainting from death. They count the dead and wounded as if they were neutral; rather, they pave the way for the occupier, who launches from their land to solidify his occupation and stabilize his pillars. You do not find even among the best of them any way except a delicate, shy regret for the massacres. All of this is for the sake of a frail chair or a throne whose legs are non-existent or crooked. The distance between the Muslims and their rulers has become as far as the East from the West. If the people were left to choose, they would cast these rulers aside like a date stone, and they would choose a Khalifah who would unite them upon the Sharia of Allah, to whom they would give the Bay'ah (pledge of allegiance) based on the Book of Allah and the Sunnah of His Messenger. He would protect them with his sincere advice and lead them in Jihad in the way of Allah. No colonialist Kafir would then dare to think of invading them, let alone occupying their lands; rather, he would not even be able to prevent the legions of the Muslim army from bringing the light of Islam to his own birthplace through Jihad and a clear conquest.
Honorable Brothers,
You are holding your conference as you welcome the month of Ramadan or live within its atmosphere. So, be keen to fill it with tireless and sincere work for the establishment of the Khilafah, so that Allah may honor this Ummah with His might. Fill it also with sincere supplication to Allah to honor her with His victory, so she may return as the best nation brought forth for mankind. I remind you, brothers, that the Sunnah of Allah (swt) dictates that He does not send down angels to establish a Khilafah or achieve victory for us. Rather, the Sunnah of Allah dictates that we must be sincere in action and word with Allah (swt) and be truthful in them with His Messenger (saw), and then the promise of Allah for succession on earth will be fulfilled, and the glad tidings of the Messenger of Allah for the establishment of the Rightly Guided Khilafah will be realized.
إِن تَنصُرُوا اللَّهَ يَنصُرْكُمْ وَيُثَبِّتْ أَقْدَامَكُمْ
"If you support Allah, He will support you and plant firmly your feet." (Muhammad [47]: 7)
So, hasten to good deeds, honorable brothers, in this great month, so that the glory of the Muslims may return, their honor be renewed, and the banner of the Khilafah shades them once again—the banner of La ilaha illa Allah, Muhammad Rasul Allah.
وَبَشِّرِ الْمُؤْمِنِينَ
"And give glad tidings to the believers." (As-Saff [61]: 13)
Honorable Brothers,
I clasp your hands from afar, and in the name of Allah, I open your formidable conference while you welcome and live through the great month of Ramadan, in which the Quran was revealed as a guidance for mankind and clear proofs of guidance and the criterion. I open your conference, and I say Takbir with you: Allahu Akbar, Allahu Akbar, Allahu Akbar.
