Answer to a Question: Proposed Solutions for the Post-War Period in Gaza

Question:

With the continuation of the genocidal war waged by the Jewish entity—with brazen American and Western support—against the people of Gaza for over five months, and with casualties exceeding one hundred thousand (including martyrs and wounded) in addition to the destruction of most of its buildings, there is much talk about projects for solutions for the post-Gaza war period. What is expected to happen politically according to the plans of the colonialist countries, led by America? Is it expected that the West Bank will remain as it is and there will be a military occupation of Gaza? Or will there be a demilitarized state in the West Bank and Gaza? Or will the West Bank remain as it is and Gaza be under international and Arab administration, or under self-governance like the West Bank? And what is the correct solution? Thank you.

Answer:

First, before answering the above questions, we review the following:

First: Some important matters regarding Palestine, the Blessed Land:

  1. It is well known that the Balfour Declaration, issued by the British Foreign Secretary on November 2, 1917, to Lord Rothschild, included the British government’s support for establishing a national home for the Jews in Palestine. This promise came in the final days of the Ottoman Khilafah's defeat in World War I due to the betrayal of some Arab and Turkish men. Years before that, Herzl, the representative of the Zionist associations supported by Britain, had submitted a request on May 18, 1901, to the Ottoman Caliph, attempting to exploit the financial crisis the Khilafah was suffering from by offering huge sums to cover the Khilafah’s deficit in exchange for granting them land in Palestine. However, the response of Caliph Abdul Hamid to Herzl was a strong and wise one: "I cannot give up even a single inch of the land of Palestine, for it is not my property, but rather the property of the Islamic Ummah. My people have fought for this land and watered it with their blood... Let the Jews keep their millions. If the Khilafah state is torn apart one day, then they will be able to take Palestine without a price. But as long as I am alive, that shall not be..." The Caliph was a man of insight and foresight, and he was right in his vision. Palestine was given to the Jews without a price after the disappearance of the Khilafah! Thus began the story of the usurpation of Palestine and the displacement and killing of its people. What Caliph Abdul Hamid (may Allah have mercy on him) expected came true; the abolition of the Khilafah (1342 AH – 1924 CE), led by the West headed by Britain at that time along with traitors among the Arabs and Turks, was the actual prelude to creating the monstrous Jewish entity in Palestine.

  2. Then America effectively entered the scene after World War II, contributing effectively to the issuance of UN Security Council Resolution 181 for the partition of Palestine in November 1947. America began to compete with Britain and Europe in adopting Jewish Zionism. Biden said in a speech at the White House during his celebration of the Jewish festival of lights (Hanukkah): "It is not necessary to be a Jew to be a Zionist, and I am a Zionist" (Asharq Al-Awsat, 2023/12/12). When US President Biden visited Tel Aviv on 2023/10/18 following the Al-Aqsa Flood operation, he met with officials there and said: "Israel must again be a safe place for the Jews. And if there were no Israel, we would have to create one." He also said he would "ask the US Congress for an unprecedented aid package for Israel this week... We are not going to stand by and do nothing. Not today, not tomorrow, not ever" (Al Jazeera, 2023/10/19). This indicates that America is the one fighting the battle, and that the Jewish entity cannot continue the war without external support, especially the unlimited American support. It is an entity that is inherently incapable of standing on its own. The Jewish entity draws its failure with its own hands; its people are not people of fighting except by a rope from people, as the Almighty said:

    ضُرِبَتْ عَلَيْهِمُ الذِّلَّةُ أَيْنَ مَا ثُقِفُوا إِلَّا بِحَبْلٍ مِنَ اللهِ وَحَبْلٍ مِنَ النَّاسِ

    "They have been put under humiliation [by Allah] wherever they are overtaken, except for a rope from Allah and a rope from the people." (Aal-Imran [3]: 112)

    They have severed the rope of Allah, and all they have left is the rope of people from America, Europe, and their agents among the traitorous rulers in the Muslim lands who do not lift a finger in the face of the brutal Jewish aggression. In fact, the best among them is the one who stands counting the martyrs and the wounded! It also indicates that America sees this entity as its primary base through which it fights the Islamic Ummah to prevent its unity and the establishment of its state, the Khilafah State.

  3. The Jewish entity has launched brutal aggression against Gaza more than once after its withdrawal on 2005/8/15, until the Al-Aqsa Flood operation on October 7, 2023, which broke the enemy's pride when the Mujahideen penetrated its fortifications, killed hundreds of its soldiers (up to about 1,200), and captured a number of soldiers. The enemy responded with an unprecedented barbaric retaliation on Gaza that has been ongoing for over five months, destroying the majority of its buildings, targeting hospitals, killing patients and bulldozing them alive, as well as schools where the people of Gaza had sought refuge. The number of martyrs has reached more than 31,000, most of whom are children and women, and the number of wounded has reached more than 70,000. The enemy followed a policy of starvation by preventing the arrival of aid, food, water, and basic materials to the people to pressure the Mujahideen to release the prisoners held by them. Its war was a war of genocide in every sense of the word. It was encouraged by the support of the West, both American and European and their followers, as Western leaders flocked to visit the entity to show absolute support for the Jewish entity in the war of genocide it is waging against Gaza.

  4. It was also encouraged by the silence of the regimes in Arab and Islamic countries. Instead of mobilizing armies to support the people of Gaza, some of them condemned the Mujahideen's attack and continued their relations with the Jewish entity as if nothing had happened. The normalizing countries continued their normalization with the enemy—both the old and the new. They did not cut relations, did not abandon the betrayal of normalization, and did not cancel treaties and agreements with the Jewish entity, such as Camp David with the Egyptian regime and Wadi Araba with the Jordanian regime and others. That is, they did not even perform the minimum required in a state of war. Furthermore, commercial relations with a number of these countries were not affected by the brutal Jewish aggression. The Turkish Minister of Transport, Abdulkadir Uraloğlu, admitted on 2024/1/11 that about 701 ships set sail from Turkish ports to Israel from October 7 to December 31, 2023, at a rate of approximately 8 ships per day (Al Jazeera, 2024/1/11). In fact, some of these countries not only failed to declare support for Gaza by repelling the aggression, but they also did not declare war on the Jewish entity in defense of their own soldiers; the Jewish entity targeted Iranian sites in Syria and killed many of its soldiers, yet Iran did not declare war on it!

  5. Furthermore, America focuses its statements on the Two-State Solution while maintaining its keenness for the Jewish entity, defending all its barbaric acts, and providing support for it. However, it fears that America will lose what remains of its moral standing—as if it had any! Its president, Biden, said: "There’s no going back to the status quo as it stood on October 6. That means ensuring Hamas can no longer terrorize Israel... It also means that when this crisis is over, there has to be a vision of what comes next... In our view, it has to be a two-state solution. And it means a concentrated effort from all the parties..." (CNN website, 2023/10/25). He also said on 2023/12/12: "There are real concerns around the world that America is losing its moral standing because of our support for Israel" (Al Jazeera, 2023/12/12).

    However, he emphasized American policy by saying: "I’m never going to leave Israel. The defense of Israel is still critical. There is no red line [where] I’m going to cut off all weapons so they don’t have the Iron Dome to protect them" (MSNBC, 2024/3/9).

    Thus, America is supportive of the Jewish entity despite the tension in Biden's relationship with Netanyahu due to the latter's closeness to Trump, Biden's electoral rival.

  6. America is also working to entice the Jewish entity to accept the Two-State Solution by making the Saudi regime recognize the Jewish entity and normalize with it. The Saudi Foreign Minister, Faisal bin Farhan Al Saud, said at the Davos conference: "Saudi Arabia could establish peace relations with Israel if the Palestinian crisis is resolved" (Independent, 2024/1/20). Before that, the Crown Prince of the Saudi regime, Ibn Salman, had said on 2023/9/21 in an interview with the American Fox News network: "Every day we get closer and closer to normalizing relations with Israel." On 2023/9/26, the President of the Palestinian Authority, Mahmoud Abbas, received at his headquarters in Ramallah the Saudi Ambassador, Nayef al-Sudairi, who had arrived earlier in the West Bank via a Jewish observation point, as a prelude to normalization with the Jewish entity under the pretext of being an ambassador extraordinary and non-resident plenipotentiary to Palestine and consul general in Jerusalem!

Second: Now we answer what was mentioned in the question regarding the expectations for the plans of America and the Jewish entity after the end of the Gaza war:

  1. Handing over the Gaza Strip to the Palestinian Authority within the framework of the Two-State Solution. This solution is demanded by the United States in words, not in deeds—that is, through wordplay. Biden wants it demilitarized, meaning not a sovereign state. (US President Joe Biden said yesterday, Friday, that he discussed the issue of the two-state solution with Israeli Prime Minister Benjamin Netanyahu, and that the latter did not object to this solution. Biden added in statements to reporters that there are a number of patterns for the two-state solution, noting that several countries in the United Nations do not have their own armed forces... Al Jazeera, 2024/01/04). This means Biden is referring to a state of those patterns without armed forces! Despite this, the Jewish entity does not even agree to this American plan. (In a press conference monitored by Anadolu, Netanyahu emphasized that Tel Aviv "categorically rejects the unilateral establishment of a Palestinian state"... Anatolia, 2024/2/18). In any case, the Two-State Solution proposed by the American administration, whatever it may be, cannot be implemented without a serious order from America. The Biden administration is not exerting pressure on Netanyahu and his government because of the upcoming US presidential elections, as he needs the votes of Jews in the elections and the money of the Jewish lobby for his election campaign, especially since his rival is Trump, who strongly supports the Jewish entity. As for Europe and Britain, they follow America's steps. As for the demand of the rulers in the Muslim lands for the Two-State Solution, it is a betrayal that does not go beyond what America says in a demilitarized form without sovereignty—meaning something akin to self-governance!

  2. The Jewish entity's re-occupation of the Gaza Strip. National Security Minister Ben-Gvir and Finance Minister Smotrich are among the most enthusiastic about this plan. These two far-right ministers argue that Jewish civilians, as well as occupation soldiers, must be inside Gaza and that this is the only way to maintain control over the Strip. (Ben-Gvir, who leads one of the small nationalist parties in Netanyahu's right-wing coalition, told a conference that the return of Jewish settlers and the army is the only way to ensure that the devastating attack launched by Hamas fighters on Israel on October 7 is not repeated... Reuters, 2024/01/29). However, both America and the general Jewish public do not support this view. (US Secretary of State Antony Blinken confirmed on Wednesday that Israel "cannot occupy" the Gaza Strip after the end of the war it is currently waging against Hamas. He added: "Now, the reality is that there may be a need for some transition period at the end of the conflict.. we do not expect a re-occupation and what I heard from Israeli leaders is that they have no intention of re-occupying Gaza..." Al-Hurra, 2023/11/08). This is because a military re-occupation of Gaza would lead to costs for the Jewish entity and military and economic losses.

  3. Continued Hamas control over Gaza. America, Europe, and the Jewish entity do not want Hamas to remain in power in Gaza because they believe that would lead to a repetition of the October 7 attacks. Blinken told reporters in Tokyo: "Hamas cannot continue to govern Gaza. That simply invites a repetition of October 7..." (2023/11/08). Gallant said: "Hamas will not control the Gaza Strip after the war, and Tel Aviv is preparing to control it through an 'international entity'" (Anatolia, 2023/12/18).

  4. Transferring security in the Strip from the Jewish entity's army to an international force. This was among the things discussed, especially by some American politicians—that there should be international forces in Gaza from Arab countries and other countries. This appeared in the media. (According to The Wall Street Journal... persuading Arab countries that have signed peace agreements or normalization agreements with Israel to provide a security force for Gaza or oversee it, but that would require some countries or organizations to take administrative responsibility and oversee security. The newspaper says some Arab neighbors are hesitant... Al-Hurra, 2023/11/03). Then the discussion was repeated; Russia Today published this topic again on 2023/12/4 as follows: "Washington also supports the transfer of security in the Strip from the Israeli army to an international force, perhaps formed by some Arab countries. But Israel does not agree to the scenario of deploying UN peacekeeping forces in the conflict zone, nor does it trust the international organization's ability to protect Israel's interests."

  5. Handing over the civil administration in Gaza to Palestinians without a union with the West Bank, but the Jewish entity will be responsible for security as is the case in the West Bank. Al Jazeera reported on 2024/2/27 that on February 23, 2024, the Prime Minister of the Jewish entity, Benjamin Netanyahu, presented the "Day After" plan for Gaza to the Mini-Cabinet for Security and Political Affairs. (The plan presented by Benjamin Netanyahu to his cabinet members included many details regarding the future of the Gaza Strip. Among its most important features in the security field: Israel retains freedom of military and security action in all areas of the Strip without a time limit, while establishing a security buffer zone inside the Gaza Strip, along its border with 1948 occupied Palestine. Furthermore, Israel will demilitarize the Gaza Strip and strip it of any military capability, except for what is required to maintain public security.)

  6. By considering the previous possibilities for the plans of America and the Jews, the most likely plan they are designing to implement is what is mentioned in point (5) above, without Gaza being united with the West Bank, but with similar security and military measures in both ("Israel retains freedom of military and security action in all areas of the Strip without a time limit"), especially since the Jews are implementing this same plan in the West Bank. It was reported in the news that Netanyahu presented this plan to American officials and it seems to have their approval. (It was claimed that Netanyahu was careful to synchronize the plan he prepared with the American plan for a permanent solution in the Middle East, and that America was consulted on the plan through Strategic Affairs Minister Ron Dermer, a member of the Israeli mini-war cabinet who has close ties with Washington... NTV, 2024/01/31). This means America was aware of Netanyahu's plan in advance.

    As for what Biden repeats about the Two-State Solution, it does not differ much; rather, as stated in his previous statement in point (1), where he said: "there are a number of patterns for the two-state solution, noting that several countries in the United Nations do not have their own armed forces" (Al Jazeera, 2024/01/04). He is referring to its demilitarization, and he has no objection to a temporary stage preceding the Two-State Solution, as in his statement in point (2): "the reality is that there may be a need for some transition period at the end of the conflict" (Al-Hurra, 2023/11/08).

Third: The correct Shari’i solution that must be undertaken:

  1. From reflecting on the above, it appears from the plans of America and the Jewish state that they are planning to make the West Bank and Gaza demilitarized and for the security sovereignty in them to be for the Jews, whether that is under the name of a single state by merging them (even if this is in stages as America wants—meaning the West Bank remains separated from Gaza in a transition period and then later Gaza is joined to the West Bank without military power) or as the Jewish state wants (Gaza remains from start to finish separated from the West Bank, both without military power, with the actual sovereignty in them for the Jewish entity). It is clear from this that what America and the Jews are planning is a lethal poison and a betrayal of Allah, His Messenger, and the believers. While it is not strange for the Jewish entity and America to plan for this—for they are enemies—it is strange that none of the rulers in the Muslim lands, especially those neighboring Palestine, move their armies to support Gaza, its people, Al-Aqsa, and its surroundings, to uproot the Jewish entity from its roots, and then return all of Palestine to its people. Is it not true that whoever occupies the land of the Muslims and expels its people from it deserves to be fought by the Muslim armies and expelled from it just as they expelled its people?

    وَاقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأَخْرِجُوهُمْ مِنْ حَيْثُ أَخْرَجُوكُمْ

    "And kill them wherever you overtake them and expel them from wherever they have expelled you." (Al-Baqarah [2]: 191)

    How do the rulers not realize this?! But their wretchedness has overcome them; they are at the beck and call of the colonialist kuffar, especially America, never refusing a request in order to preserve their crooked thrones.

    قَاتَلَهُمُ اللهُ أَنَّى يُؤْفَكُون

    "May Allah destroy them; how are they deluded?" (At-Tawbah [9]: 30)

  2. This war has revealed two important matters: First, the weakness and humiliation of the Jews, as Allah mentioned them in His book:

    ضُرِبَتْ عَلَيْهِمُ الذِّلَّةُ أَيْنَ مَا ثُقِفُوا إِلَّا بِحَبْلٍ مِنَ اللهِ وَحَبْلٍ مِنَ النَّاسِ

    "They have been put under humiliation [by Allah] wherever they are overtaken, except for a rope from Allah and a rope from the people." (Aal-Imran [3]: 112)

    They have severed the rope of Allah after their prophets, and nothing remains for them but the rope of the people—America and its followers. A people with such a status are not people of fighting or victory. Second, the betrayal of the rulers in the Muslim lands; they watch what is happening, and the best of them is the one who counts the martyrs and the wounded.

    صُمٌّ بُكْمٌ عُمْيٌ فَهُمْ لَا يَرْجِعُونَ

    "Deaf, dumb and blind - so they will not return [to the right path]." (Al-Baqarah [2]: 18)

    It is high time for these two matters to drive the sincere people of power in the Muslim armies to declare general mobilization to perform Allah's obligation of fighting the Jews who occupy Palestine.

    وَلَا تَهِنُوا فِي ابْتِغَاءِ الْقَوْمِ إِنْ تَكُونُوا تَأْلَمُونَ فَإِنَّهُمْ يَأْلَمُونَ كَمَا تَأْلَمُونَ وَتَرْجُونَ مِنَ اللهِ مَا لَا يَرْجُونَ

    "And do not weaken in pursuit of the enemy. If you should be suffering - so are they suffering as you are suffering, but you expect from Allah that which they expect not." (An-Nisa [4]: 104)

    In this way, you will remove their entity, for they are too insignificant for Allah to be victorious in battle. Then Allah’s promise will be fulfilled:

    فَإِذَا جَاءَ وَعْدُ الْآخِرَةِ لِيَسُوءُوا وُجُوهَكُمْ وَلِيَدْخُلُوا الْمَسْجِدَ كَمَا دَخَلُوهُ أَوَّلَ مَرَّةٍ وَلِيُتَبِّرُوا مَا عَلَوْا تَتْبِيراً

    "So when the [time for] the final promise came, [We sent your enemies] to sadden your faces and to enter the Masjid [in Jerusalem], as they entered it the first time, and to destroy what they had taken over with [total] destruction." (Al-Isra [17]: 7)

    Come, then, to support your brothers in Gaza. And if the existing systems of oppressive rule (al-hukm al-jabri) in the Muslim lands stand in your way, then seize them firmly. Establish the rule of Allah in their place—the Khilafah on the method of the Prophethood—realizing the glad tidings of the Messenger of Allah ﷺ:

    ثُمَّ تَكُونُ مُلْكاً جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ، ثُمَّ سَكَتَ

    "Then there will be oppressive rule, and it will remain as long as Allah wills it to remain. Then He will lift it when He wills to lift it. Then there will be a Khilafah on the method of the Prophethood. Then he (the Prophet) remained silent." (Musnad Imam Ahmad)

    At that point, the Caliph, his assistants, and the soldiers of Islam from the highest rank to the lowest will move from victory to victory, reciting Takbir and the Ummah reciting Takbir with them—strong by their Lord, dignified by their Deen. No enemy will then dare to have an entity in the land of Islam.

    وَيَوْمَئِذٍ يَفْرَحُ الْمُؤْمِنُونَ * بِنَصْرِ اللهِ يَنْصُرُ مَنْ يَشَاءُ وَهُوَ الْعَزِيزُ الرَّحِيمُ

    "And on that day the believers will rejoice. In the victory of Allah. He gives victory to whom He wills, and He is the Exalted in Might, the Merciful." (Ar-Rum [30]: 4-5)
