In the Name of Allah, the Most Gracious, the Most Merciful

Question:
For months, violent events have continued in Egypt, including killings, arrests, sabotage, and destruction in the streets and squares. Normal life has been disrupted, and the people have clearly split into two factions... In this atmosphere, mediators from America and Europe have appeared, and even Russia has begun contacts with Egypt; it is not far-fetched for China to intervene as well! Likewise, some local circles—both partisan and non-partisan, including some people of influence—have intervened to attempt mediation and reform... but without reaching a result. It has caught our attention that Hizb ut-Tahrir, which is trusted and respected by all who know it, has not intervened in mediation, reform, or reconciliation. We do not think the saying of the Messenger ﷺ is hidden from the Party:
أَلَا أُخْبِرُكُمْ بِأَفْضَلَ مِنْ دَرَجَةِ الصِّيَامِ وَالصَّلَاةِ وَالصَّدَقَةِ؟ قَالُوا: بَلَى، يَا رَسُولَ اللَّهِ قَالَ: إِصْلَاحُ ذَاتِ الْبَيْنِ، وَفَسَادُ ذَاتِ الْبَيْنِ الْحَالِقَةُ
"Shall I not inform you of something better than the rank of fasting, prayer, and charity? They said: Yes, O Messenger of Allah. He said: Reconciling between people, for indeed the corruption of relations is the shaver (destroyer)."
Is there a reason for the Party's lack of intervention in mediation, reconciliation, or reform? May Allah reward you with goodness.
Answer:
First: At the outset, we thank you for your trust and good opinion of the Party, and we ask Allah (swt) to guide us all to the most upright matter; indeed, Allah (swt) is All-Hearing, All-Responsive.
Yes, the Hadith of the Messenger of Allah ﷺ is not hidden from us, which was narrated by Abu Dawood from Umm ad-Darda, from Abu ad-Darda, who said: The Messenger of Allah ﷺ said:
أَلَا أُخْبِرُكُمْ بِأَفْضَلَ مِنْ دَرَجَةِ الصِّيَامِ وَالصَّلَاةِ وَالصَّدَقَةِ؟ قَالُوا: بَلَى، يَا رَسُولَ اللَّهِ قَالَ: إِصْلَاحُ ذَاتِ الْبَيْنِ، وَفَسَادُ ذَاتِ الْبَيْنِ الْحَالِقَةُ
"Shall I not inform you of something better than the rank of fasting, prayer, and charity? They said: Yes, O Messenger of Allah. He said: Reconciling between people, for indeed the corruption of relations is the shaver (destroyer)."
However, reconciliation and reform must be based on seeking judgment from the Sharia and not from anything else. Reconciliation and reform are not valid if they permit the forbidden (haram) or forbid the permissible (halal). This is what the Messenger of Allah ﷺ instructed us in his noble Hadiths, including:
Abu Dawood narrated in his Sunan from Abu Hurairah, who said: The Messenger of Allah ﷺ said:
الصُّلْحُ جَائِزٌ بَيْنَ الْمُسْلِمِينَ
"Reconciliation is permissible between Muslims."
Ahmad added:
إِلَّا صُلْحًا أَحَلَّ حَرَامًا، أَوْ حَرَّمَ حَلَالًا
"...except for a reconciliation that permits the forbidden or forbids the permissible."
Sulayman ibn Dawood added: The Messenger of Allah ﷺ said:
الْمُسْلِمُونَ عَلَى شُرُوطِهِمْ
"The Muslims are bound by their conditions."
At-Tirmidhi narrated in his Sunan from Kathir bin Abdullah bin Amr bin Awf al-Muzani, from his father, from his grandfather, that the Messenger of Allah ﷺ said:
الصُّلْحُ جَائِزٌ بَيْنَ المُسْلِمِينَ، إِلَّا صُلْحًا حَرَّمَ حَلَالًا، أَوْ أَحَلَّ حَرَامًا، وَالمُسْلِمُونَ عَلَى شُرُوطِهِمْ، إِلَّا شَرْطًا حَرَّمَ حَلَالًا، أَوْ أَحَلَّ حَرَامًا
"Reconciliation is permissible between Muslims, except for a reconciliation that forbids the permissible or permits the forbidden. And the Muslims are bound by their conditions, except for a condition that forbids the permissible or permits the forbidden." At-Tirmidhi said: "This is a Hasan Sahih Hadith." Ibn Hibban also narrated it in his Sahih from Abu Hurairah with the wording: The Messenger of Allah ﷺ said: "Reconciliation is permissible between Muslims except for a reconciliation that permits the forbidden or forbids the permissible."
Second: We have reflected on the situation of the two factions, and what we saw was astonishing:
We did not find them disputing over ruling by what Allah has revealed—such that one faction wants to rule by it and the other does not. Rather, both of them did not rule by it, neither in the previous regime nor the subsequent one!
We did not find them disputing over a constitution derived from Sharia rulings; rather, it is a man-made constitution that was invalid in the previous rule and even more invalid in the current rule.
Likewise, they do not differ in their stance toward the Jewish entity and the Camp David Accords, which were in force during the previous rule and remain in force during the current rule. They do not dispute over the flow of gas to the Jewish entity; it flows to them today just as it did before.
They also do not differ on taking action regarding the Suez Canal toward the passage of ships of countries actually at war with Muslims; they pass today just as they did before.
They are not disputing because public property—such as oil, gas, and minerals... which are the right of the Muslims and must be distributed among them—is instead filling the pockets of the "whales" of Egypt today just as it did before.
Furthermore, they do not dispute over relations with America; rather, they continue without severance, and its rope is extended strongly to them today just as it was before.
Third: We realize that the people of Egypt, the Kinana (quiver) of Allah on His earth, will not achieve goodness, security, or peace as long as one faction pushes the army to take Egypt as a battlefield instead of taking the enemy's land as a battlefield... and the other faction pushes the people to take the streets of Egypt as a field of struggle to win an invalid man-made rule instead of making the streets of Egypt a field for proclaiming the just system of the Khilafah...
They will not achieve goodness, security, or peace while both factions call for a secular republic and a civil state that casts Islam aside, and for democracy that legislates besides Allah and makes sovereignty for the people instead of the Lord of the people.
Likewise, they will not achieve goodness, security, or peace while both factions draft a constitution for which Allah has sent down no authority, and abandon the constitution of the Lord of the Worlds, whose rulings Allah revealed for the reform and well-being of the Ummah:
أَلَا يَعْلَمُ مَنْ خَلَقَ وَهُوَ اللَّطِيفُ الْخَبِيرُ
"Does He who created not know, while He is the Subtle, the Acquainted?" (Surah Al-Mulk 67:14)
They will not achieve goodness, security, or peace while the Camp David Accords remain written between the Jewish entity—the usurper of Palestine—and the previous and subsequent regimes, instead of being abolished immediately and thrown into the depths of destruction.
Furthermore, they will not achieve goodness while gas flows to the Jewish entity—the usurper of Palestine—instead of being cut off, so that the usurper is not nourished by the blood of the one he usurped...!
They will not achieve goodness while public property flows falsely into the pockets of the regime instead of returning to its rightful owners, the great people of Egypt...
They will not achieve goodness while American relations exist and America's rope extends from Washington to Cairo instead of being cut...
Finally, they will not achieve goodness unless Egypt, the Kinana of Allah on His earth, returns as a fortified pillar of the Khilafah, returning to its former glory: the day it was liberated from the rule of the Romans... then expelled the Crusaders from the land of Palestine and its surroundings, and the day it liberated the lands of the Muslims from the Tatars... then completes its journey, by Allah's permission, to liberate Palestine from the Jewish entity and make it a thing of the past...
Fourth: We looked at the two factions and saw them searching for a solution from the East and the West, from within and without, through mediators from here and there, but without guidance. Neither are they qualified to find a solution, nor does the solution they seek produce any good:
As for the foreign mediators, they do not care about Egypt or its people. Would any rational person with thought and foresight expect a solution containing goodness from America, when she is behind the regime before the last, the last, and the current one? She is behind the killings occurring during all these regimes; she does not care about the number of deaths or the scale of destruction... but only that her influence in Egypt stabilizes and continues... Her past, and even her present in Iraq and Afghanistan, is a witness to that. Can someone with such a nature find a correct and sound solution for Egypt and its people? Do Obama and his envoy Kerry want goodness for Egypt and its people? These people are ruined in what they are doing and do not want goodness for Islam and the Muslims...
Would any aware person with sight and insight expect a solution containing goodness from Europe? Britain and its agents were behind the abolition of the Khilafah in 1342 AH - 1924 CE; she is the arch-enemy of the Khilafah and those working for it. She is behind the ill-fated Balfour Declaration and the primary supporter, along with America, France, and Russia, for the Jewish usurpation of Palestine and the displacement of its people, and subsequently the establishment of the Jewish entity on the land of Palestine, the land of the Isra and Mi'raj, and the land of Ribat... As for France, in addition to being one of the first supporters of the Jewish entity, she has a black history in killing Muslims, not only in the past in Algeria but even in Mali, where the blood has not yet dried... As for Russia, its movements in our region after the collapse of the Soviet Union are movements in agreement with America and as a prelude to her. Additionally, her stance in supporting the tyrant of Ash-Sham is witnessed, as are her massacres of Muslims in the Caucasus, especially Chechnya, the destruction of mosques in Kazan, the arrest of imams in Tatarstan—even killing some of them—and the arrest of the carriers of Islam... Can goodness be expected from her? Likewise, China, which occupies East Turkestan and launches attacks on Muslims there; even if she intervenes or mediates, can goodness be hoped for from her?
All these foreign mediations will only carry lethal poison. They do not care about the blood of the people of the Kinana as much as they care about sucking blood and building interests, and at the head of these is America, which considers the Kinana its primary stronghold in the region... Therefore, would any living, rational person expect grapes from thorns? Can Ashton of Europe, or Obama's Kerry, or any of the mentioned foreign countries—can any goodness, or even a trace of goodness, be hoped for from them?
كَيْفَ وَإِنْ يَظْهَرُوا عَلَيْكُمْ لَا يَرْقُبُوا فِيكُمْ إِلًّا وَلَا ذِمَّةً يُرْضُونَكُمْ بِأَفْوَاهِهِمْ وَتَأْبَى قُلُوبُهُمْ وَأَكْثَرُهُمْ فَاسِقُونَ
"How [can there be a treaty] while, if they gain dominance over you, they do not observe concerning you any pact of kinship or covenant of protection? They satisfy you with their mouths, but their hearts refuse [compliance], and most of them are defiantly disobedient." (Surah At-Tawbah 9:8)
As for the internal mediators, they are moving in a closed circle, wanting a solution through what the two factions offer: maintaining the republican system, the secular civil rule, and democracy that makes legislation for humans instead of the Lord of humans, and sovereignty for the people instead of the Lord of the people, and unleashes personal, religious, property, and opinion freedoms with all the woes these bring...! This is what the mediators do; they call this faction to concede something and that faction to concede something, and they agree on the same system, which is the cause of the affliction and misery! What is painful is that some of these mediators are Muslims who read in the Book of Allah:
وَأَقِيمُوا الصَّلَاةَ
"And establish prayer," (Surah Al-Baqarah 2:43)
So they pray and do not accept any compromise regarding prayer. Yet they read another verse in the Book of Allah:
وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ
"And judge between them by what Allah has revealed," (Surah Al-Ma'idah 5:49)
Yet they compromise on it and are "embarrassed" to mention the application of the Hudud (penal codes), and terror enters their hearts if they demand the Khilafah system from the two factions because they fear the anger of America, Europe, Russia, and China! Truly, this is a wondrous thing!
Fifth: Thus, the current internal and external mediators will not find a sound and straight solution to the problems of the Kinana and its people. Rather, the solution is one: that everyone turns with their hearts and all their limbs toward the rule of Allah’s Sharia in the system of the Khilafah, which Allah, the Lord of the Worlds, made obligatory with sound and straight evidence from the Book of Allah (swt), the Sunnah of His Messenger ﷺ, and the Ijma' (consensus) of his Sahaba (ra):
As for the Book, He (swt) said, addressing the Messenger ﷺ:
فَاحْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ عَمَّا جَاءَكَ مِنَ الْحَقِّ
"So judge between them by what Allah has revealed and do not follow their inclinations away from what has come to you of the truth." (Surah Al-Ma'idah 5:48)
And His saying:
وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنْزَلَ اللَّهُ إِلَيْك
"And judge between them by what Allah has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allah has revealed to you." (Surah Al-Ma'idah 5:49)
And other verses besides these. The address to the Messenger ﷺ to judge between them by what Allah has revealed is an address to his Ummah ﷺ. Its implication is that they must establish a ruler after the Messenger of Allah ﷺ to judge between them by what Allah has revealed. The command in the address indicates obligation (jazm), because the subject of the address is an obligation, and this is an indication of obligation as established in the Usul. The ruler who judges between the Muslims by what Allah has revealed after the Messenger of Allah ﷺ is the Khalifah. The system of government in this manner is the Khilafah system.
As for the Sunnah, it was narrated from Nafi' who said: Abdullah bin Umar said to me: I heard the Messenger of Allah ﷺ say:
مَنْ خَلَعَ يَدًا مِنْ طَاعَةٍ لَقِيَ اللَّهَ يَوْمَ الْقِيَامَةِ لَا حُجَّةَ لَهُ، وَمَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ مَاتَ مِيتَةً جَاهِلِيَّةً
"Whoever withdraws his hand from obedience will meet Allah on the Day of Resurrection without having any argument, and whoever dies without having a bay'ah (oath of allegiance) on his neck dies a death of jahiliyyah." (Narrated by Muslim).
The Prophet ﷺ made it an obligation on every Muslim to have a bay'ah on their neck, and he described the one who dies without a bay'ah as dying a death of jahiliyyah, which is an indication of the magnitude of the sin. The bay'ah after the Messenger of Allah ﷺ can only be to the Khalifah and no one else. Muslim narrated from Al-A'raj from Abu Hurairah from the Prophet ﷺ who said:
إِنَّمَا الْإِمَامُ جُنَّةٌ يُقَاتَلُ مِنْ وَرَائِهِ وَيُتَّقَى بِهِ
"The Imam is but a shield, behind whom you fight and by whom you are protected."
Muslim also narrated from Abu Hazim who said: I accompanied Abu Hurairah for five years and heard him narrate from the Prophet ﷺ who said:
كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمُ الْأَنْبِيَاءُ، كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ، وَإِنَّهُ لَا نَبِيَّ بَعْدِي، وَسَتَكُونُ خُلَفَاءُ فَتَكْثُرُ، قَالُوا فَمَا تَأْمُرُنَا؟ قَالَ: فُوا بِبَيْعَةِ الْأَوَّلِ فَالْأَوَّلِ، وَأَعْطُوهُمْ حَقَّهُمْ، فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ
"The Children of Israel were governed by Prophets; whenever a Prophet died, he was succeeded by another Prophet. But there is no Prophet after me; there will be Khalifahs and they will be many. They asked: What do you command us? He said: Fulfill the bay'ah of the first, then the next, and give them their right, for Allah will question them about what He entrusted them with."
These Hadiths contain a description of the Khalifah as a shield, meaning a protection. These Hadiths also show that those who govern the Muslims are the Khalifahs, which means the command to establish them.
As for the Ijma' of the Sahaba, they (ra) reached a consensus on the necessity of establishing a successor (Khalifah) to the Messenger of Allah ﷺ after his death. The confirmation of the Sahaba's consensus on establishing a Khalifah was shown by their delaying the burial of the Messenger of Allah ﷺ after his passing and occupying themselves with appointing a successor for him, even though burying the deceased immediately after death is an obligation. The Sahaba, upon whom it was obligatory to prepare and bury the Messenger ﷺ, some of them occupied themselves with appointing the Khalifah instead of the burial, while others remained silent about this occupation and participated in delaying the burial for two nights despite their ability to object and their ability to bury him. The Messenger ﷺ died on Monday morning and remained without burial during Monday night and Tuesday, when Abu Bakr (ra) was given the bay'ah, then the Messenger ﷺ was buried in the middle of the night, on Wednesday night; meaning the burial was delayed for two nights, and Abu Bakr was given the bay'ah before the burial of the Messenger ﷺ. This was a consensus on occupying themselves with appointing the Khalifah over burying the deceased, which indicates the greatness of the obligation to appoint the Khalifah...
Thus, it is an obligation upon Muslims in the absence of a ruler who rules by Islam (the Khalifah) to exert their utmost effort to bring him into existence. He is the one who establishes the obligatory Hudud of the Lord of the Worlds, which is a great obligation containing the reform of the Ummah and the uprightness of its affairs. Ibn Majah narrated in his Sunan from Abu Hurairah who said: The Messenger of Allah ﷺ said:
حَدٌّ يُعْمَلُ بِهِ فِي الْأَرْضِ، خَيْرٌ لِأَهْلِ الْأَرْضِ مِنْ أَنْ يُمْطَرُوا أَرْبَعِينَ صَبَاحًا
"One penalty (Hadd) implemented on earth is better for the people of the earth than if it were to rain for forty mornings."
This is the solution for the problems of Egypt and the Muslim lands; through it, goodness will prevail and the effect of this goodness will reach the corners of the world.
Sixth: We have been monitoring the events, and it saddened us to see the blood and destruction. It saddened us even more that all parties are searching for a solution everywhere except in the Islam they believe in, pray, fast, and worship Allah (swt) through!
Because we do not see a solution except in the parties accepting the Khilafah system, and because those parties were distancing themselves from the Khilafah system and those working for it, we feared that if we stepped forward to reconcile between the two factions by presenting the Khilafah system... we feared it would be a call into the air or blowing into ashes. So we preferred to wait and stay at a distance, perhaps Allah (swt) will bring about a matter after that.
This is what prevented us from intervening. Despite our contacts, the leaders of the two factions are not receptive to the Khilafah and its people. Their hearts are fearful of mentioning the Khilafah for fear of provoking the West, as they say. For those in such a state, how could we enter into mediation or reconciliation between them?
We are ready to exert our effort in reconciling between them, but by gathering them upon the Khilafah system. If we know that from the two factions—that they are receptive to the rule of Allah's Sharia and are ready to declare the Khilafah and raise its banner, the Rayat al-'Uqab, the banner of La ilaha illa Allah Muhammad Rasulullah—we will spare no effort in that. We would be ready to strive between the two factions to unite them on one system, the system of the Rightly Guided Khilafah. We are capable, by Allah's permission, of putting matters in their proper place in terms of the procedures for establishing the Khilafah, its stability, and its security, so that Egypt, the Kinana of Allah on His earth, returns once again strong by its Lord and noble by its Deen, breaking the backs of the enemies of Allah and striking all who wish evil upon Islam, the Muslims, and the people of Dhimmah.
We realize what we are saying and mean what we say. Whoever knows Hizb ut-Tahrir and its past and present confirms this, and Allah is a helper thereafter...
This is how reconciliation and reform should be, and upon this path we proceed. Perhaps the two factions, after what they have faced of hardship and intensity, will realize that the correct solution to the Ummah's problems is the Khilafah system—the system of the Lord of the Worlds, who is the Most Knowing and Most Wise in what reforms His servants in this world and the Hereafter. Perhaps the agreement of the two factions on this will be a cause for restoring the glorious history of this Ummah, about which Allah said:
كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنْكَرِ وَتُؤْمِنُونَ بِاللَّهِ
"You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrong and believe in Allah." (Surah Ali 'Imran 3:110)
And the Khilafah will return anew, so Islam and its people will be honored, and Kufr and its people will be humiliated, and goodness will spread throughout the world, and that is not difficult for Allah.
In conclusion, we realize that someone will describe us as "people who are dreaming," another will say "their religion has deluded them," a third will say "we live in a world other than this one controlled by America and the West," and a fourth will conclude by saying "the Khilafah was and ended and will not return"...
But at the same time, we realize that Allah (swt) says:
وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُمْ مِنْ بَعْدِ خَوْفِهِمْ أَمْنًا يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا وَمَنْ كَفَرَ بَعْدَ ذَلِكَ فَأُولَئِكَ هُمُ الْفَاسِقُونَ
"Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earth just as He granted it to those before them and that He will surely establish for them [therein] their religion which He has preferred for them and that He will surely substitute for them, after their fear, security, [for] they worship Me, not associating anything with Me. But whoever disbelieves after that - then those are the defiantly disobedient." (Surah An-Nur 24:55)
And that the Messenger ﷺ says in what Ahmad and Abu Dawood at-Tayalisi narrated from Hudhayfah bin al-Yaman, who said: The Messenger of Allah ﷺ said:
إِنَّكُمْ فِي النُّبُوَّةِ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافَةٌ عَلَى مِنْهَاجِ النُّبُوَّةِ، فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ مُلْكًا عَاضًّا، فَيَكُونُ مَا شَاءَ اللَّهُ أَنْ يَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ جَبْرِيَّةً، فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافَةٌ عَلَى مِنْهَاجِ النُّبُوَّةِ
"Prophethood will remain among you as long as Allah wills, then He will lift it when He wills. Then there will be Khilafah upon the method of Prophethood as long as Allah wills, then He will lift it when He wills. Then there will be a biting kingship as long as Allah wills, then He will lift it when He wills. Then there will be a forced kingship as long as Allah wills, then He will lift it when He wills. Then there will be Khilafah upon the method of Prophethood."
Every rational person with intellect, sight, and insight realizes that the talk of those people is futile and invalid, and has no place among the rational. As for the word of Allah (swt) and the word of His Messenger ﷺ, it is the Truth:
فَمَاذَا بَعْدَ الْحَقِّ إِلَّا الضَّلَالُ فَأَنَّى تُصْرَفُونَ
"So what can be beyond the truth except error? So how are you averted?" (Surah Yunus 10:32)
Finally, we are monitoring the situation and contacting the two factions as much as we can, perhaps Allah will bring about a matter after that.
إِنَّ اللَّهَ مَعَ الَّذِينَ اتَّقَوْا وَالَّذِينَ هُمْ مُحْسِنُونَ
"Indeed, Allah is with those who fear Him and those who are doers of good." (Surah An-Nahl 16:128)
وَنُرِيدُ أَنْ نَمُنَّ عَلَى الَّذِينَ اسْتُضْعِفُوا فِي الْأَرْضِ وَنَجْعَلَهُمْ أَئِمَّةً وَنَجْعَلَهُمُ الْوَارِثِينَ
"And We wanted to confer favor upon those who were oppressed in the land and make them leaders and make them inheritors." (Surah Al-Qasas 28:5)
وَاللَّهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ
"And Allah is predominant over His affair, but most of the people do not know." (Surah Yusuf 12:21)
