Answer to a Question
What is the Party's work after the establishment of the Second Khilafah Rashidah State?

Assalamu Alaikum, our Ameer. How are you? When the Islamic State is established, in which stage does Hizb ut-Tahrir proceed?
Some people say it proceeds as in the third stage, while others say that upon the transition to ruling, the third stage ends and the Party begins a completely new work, which is holding the rulers accountable and providing guardianship over society... Which saying is correct and most likely?

Wa Alaikum Assalam Wa Rahmatullahi Wa Barakatuh,
We mentioned in the book The Definition of Hizb ut-Tahrir the following: [8- The Method of Hizb ut-Tahrir:
The method of proceeding in carrying the Dawah consists of Sharia rulings taken from the Prophet’s ﷺ method in carrying the Dawah, because following him is an obligation. Allah (swt) says:
لَّقَدْ كَانَ لَكُمْ فِي رَسُولِ اللَّهِ أُسْوَةٌ حَسَنَةٌ لِّمَن كَانَ يَرْجُو اللَّهَ وَالْيَوْمَ الْآخِرَ وَذَكَرَ اللَّهَ كَثِيراً
"There has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day and [who] remembers Allah often." (Al-Ahzab [33]: 21)
And Allah (swt) says:
قُلْ إِن كُنتُمْ تُحِبُّونَ اللَّهَ فَاتَّبِعُونِي يُحْبِبْكُمُ اللَّهُ وَيَغْفِرْ لَكُمْ ذُنُوبَكُمْ وَاللَّهُ غَفُورٌ رَّحِيمٌ
"Say, [O Muhammad], 'If you should love Allah, then follow me, [so] Allah will love you and forgive you your sins. And Allah is Forgiving and Merciful.'" (Ali 'Imran [3]: 31)
And Allah (swt) says:
وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ وَمَا نَهَاكُمْ عَنْهُ فَانتَهُوا
"And whatever the Messenger has given you - take; and what he has forbidden you - refrain from." (Al-Hashr [59]: 7)
And many other verses indicating the obligation to follow the Prophet ﷺ, to take him as a model, and to take from him.
Since Muslims today live in Dar al-Kufr (Abode of Disbelief), because they are being ruled by other than what Allah has revealed, their abode resembles Makkah at the time of the Prophet's ﷺ mission. Therefore, the Makkan phase in carrying the Dawah must be the model to follow.
From tracing the Prophet’s ﷺ Sira (biography) in Makkah until he established the State in Madinah, it is clear that he passed through distinct stages, in which he performed specific prominent actions. From this, the Party took its method of proceeding, the stages of its march, and the actions it must perform in these stages, following the actions performed by the Prophet ﷺ in the stages of his march.
Based on this, the Party defined its method of proceeding in three stages:
First: The stage of culturing (Tathqif) to produce individuals who believe in the idea of the Party and its method, in order to form the party bloc (Al-Kutlah al-Hizbiyyah).
Second: The stage of interaction (Tafa'ul) with the Ummah, to make it carry Islam, so that the Ummah adopts it as its own cause, working to establish it in the reality of life.
Third: The stage of taking the rule (Istimlam al-Hukm), applying Islam comprehensively, and carrying it as a message to the world.
- As for the First Stage: The Party began it in Jerusalem in 1372 AH - 1953 CE at the hands of its founder, the eminent scholar, the great thinker, the capable politician, and judge in the Court of Appeals in Jerusalem, Sheikh Taqiuddin al-Nabhani (may Allah have mercy on him). In this stage, the Party would contact individuals of the Ummah, presenting its idea and method to them individually. Whoever responded would be organized into the Party’s circles for concentrated study, to melt them with the Islamic thoughts and rulings adopted by the Party, so they become Islamic personalities who interact with Islam, possessing an Islamic mentality and an Islamic disposition, proceeding to carry the Dawah to the people. When an individual reached this level, they would impose themselves on the Party, and the Party would include them in its membership. This is exactly what the Messenger of Allah ﷺ did in the first stage of the Dawah, which lasted three years, calling people individually, presenting what Allah sent him with. Whoever believed, he would cluster them with him on the basis of this Deen secretly, ensuring they were taught Islam and reciting what was revealed of the Quran until he melted them with Islam. He would meet them secretly and teach them secretly in non-obvious places, and they would perform their worship in hiding. Then, the mention of Islam spread in Makkah, and people talked about it and entered it in groups...
- After the Party was able to form this party bloc, and society felt its presence, recognized it, its thoughts, and what it called for, it moved to:
The Second Stage: Which is the stage of interaction with the Ummah to make it carry Islam, creating general awareness and public opinion based on the Islamic thoughts and rulings adopted by the Party, until the Ummah adopts them as its own thoughts, works to establish them in the reality of life, and marches with the Party to establish the Khilafah state and appoint a Khalifah, to resume the Islamic way of life and carry the Islamic Dawah to the world. In this stage, the Party moved to addressing the masses collectively. In this stage, it performed the following actions:
Concentrated culturing in circles for individuals to develop the body of the Party, increase its numbers, and create Islamic personalities capable of carrying the Dawah and engaging in the thick of the intellectual struggle and political struggle.
Collective culturing of the masses of the Ummah with the Islamic thoughts and rulings adopted by the Party, through lessons in mosques, clubs, lectures, public gatherings, newspapers, books, and leaflets, to create general awareness in the Ummah and interact with it.
Intellectual struggle against the creeds, systems, and thoughts of Kufr, and against corrupt creeds, erroneous thoughts, and misguided concepts, by clarifying their falsehood, error, and contradiction with Islam, to liberate the Ummah from them and their effects.
Political struggle...
- When society stagnated before the Party due to the Ummah losing confidence in its leaders and chiefs who were its source of hope, due to the difficult conditions placed on the region to pass conspiratorial plans, due to the dominance and oppression practiced by the rulers against their peoples, and due to the severity of the harm inflicted by the rulers on the Party and its youth—when it stagnated due to all that, the Party proceeded to seek support (Talab an-Nusrah) from those capable of providing it.
While the Party performs these actions of seeking Nusrah, it continues to perform all the actions it was doing, from concentrated study in circles, collective culturing, focusing on the Ummah to carry Islam, creating public opinion, struggling against the colonialist Kafir states, uncovering their plans and exposing their conspiracies, confronting the rulers, and adopting the interests of the Ummah and caring for its affairs.
- It continues in all of that, hoping that Allah will grant it and the Islamic Ummah success and victory, leading to:
The Third Stage: Where the Rashidah Khilafah is established, and at that time the believers will rejoice in the victory of Allah.] End of quote from the book The Definition.
Accordingly, the three stages occur in the absence of the State, and thus the Party's work is to fulfill the obligation of these three stages. As for when the State is established, everything related to establishing the State will no longer be among the Party's actions. For example, seeking Nusrah at the end of the second stage to establish the State will no longer exist, and neither will the third stage, i.e., establishing the State, as the State is already established. Instead, in place of all that, there will be the holding of the ruler accountable (Muhasabah) according to Sharia evidence. As for the remaining stages, they will continue with greater strength and activity because justice will replace injustice after the establishment of the State, and a favorable atmosphere for the Party's work will replace violent persecution. Indeed, then the believers will rejoice in the victory of Allah.
We have explained in our books, especially "The Booklet" (Al-Kurrasah), how to hold the ruler accountable according to the rulings of Sharia... and this is sufficient. Allah is Most Knowing and Most Wise.
