Answer to Question: Geneva Negotiations and the Attempt to End the Ongoing War in Sudan

Question:

The opening session of the Geneva negotiations, aimed at ending the war in Sudan that has been ongoing for nearly 16 months, was held on Wednesday (14/08/2024). It was attended by international mediation partners including the United States, Switzerland, Saudi Arabia, Egypt, the UAE, the African Union, and the United Nations, while the Sudanese Army was absent from the talks. What is the reason behind America's call for a conference in Geneva as an alternative to Jeddah and for expanding the participation? Why did the Army not attend? Is the American call for the Geneva negotiations a waste of time without the intent of achieving a ceasefire? Or does it relate to the British forces that are still resisting? Furthermore, why is there this repeated confrontation in Al-Fashir, and what is its importance to both parties? Thank you.

Answer:

To clarify the answer to the above questions, we review the following matters, starting with the last question:

First: As we mentioned in the Answer to a Question on 19/12/2023:

["...The conflict will not be resolved quickly, and it may last for some time. This is because the intention is to confine the conflict between America's two sides there: the Army leadership and the Rapid Support Forces (RSF) leadership. The outcome of the conflict is controlled by America by dividing roles between them. Consequently, the opposition loyal to Britain and Europe remains paralyzed, as it has been since the conflict broke out in mid-April 2023, thus weakening it to the lowest possible level. To clarify this, we point out the following: On 21/11/2023, the RSF seized the city of Ad-Du'ayn, the capital of East Darfur state, and took over the Army's 20th Division headquarters there without a fight, as the Army forces withdrew under the pretext of avoiding clashes and civilian harm! The RSF claimed in a statement: ('Their victories open a wide door for true peace... and the state of East Darfur, along with Ad-Du'ayn, will remain safe under its protection.' Al-Jazeera, 22/11/2023). It is noteworthy that Ad-Du'ayn is the stronghold of the Rizeigat tribe, to which Dagalo, the commander of the RSF, and most of his leaders and members belong. Prior to this, these forces had seized Nyala, the capital of South Darfur; Zalingei, the capital of Central Darfur; and El Geneina, the capital of West Darfur. What remained for them was to seize Al-Fashir, the capital of North Darfur and the political and administrative capital of the Darfur region. If the RSF seizes Al-Fashir, it would deal a crushing blow to the movements loyal to the British and Europeans, especially the Sudan Liberation Movement and the Justice and Equality Movement..."]

We also said in the same answer:

["These movements have resolved to defend Al-Fashir, otherwise they will vanish... especially since Al-Fashir occupies a strategic location, as its borders connect with the borders of Libya, Chad, and the western cities of the Darfur region..."]

Then we added:

["...Consequently, the RSF headed to Darfur in full view of the Army to become the main opposition in the country. America in Sudan might become two-winged: a political wing from the RSF, which is not without armament, to lead the opposition; and a military wing from the Army... so that both wings serve America's interests. As for why the RSF opposition is not without armament, it is likely for two reasons: First, to contain the European opposition consisting of British agents, as eliminating them politically is not easy but requires military force... and second, for the RSF in Darfur to be a political opposition with armed force so that if America's interest requires another secession after South Sudan, it can implement this secession in Darfur... it seems the time for this secession has not yet come... rather, the atmosphere is currently being prepared for it..."] (End of the answer).

Thus, Al-Fashir is important to all parties. For America and its followers (the Army and the RSF), it is important so that the RSF in Darfur can be a political opposition with armed force, in case American interests require another secession in Darfur after South Sudan.

Similarly, it is important for the European opposition, as they have nothing left to stand on in Darfur except Al-Fashir. If they are driven out, this opposition will vanish, especially since Al-Fashir occupies a strategic location connecting with the borders of Libya, Chad, and western Darfur. That is why they are fighting fiercely there, which has prevented the RSF from controlling Al-Fashir so far. Although Al-Fashir is the Army's last stronghold in Darfur, and they are ostensibly with the opposition against the RSF, the Army is not fighting seriously alongside the opposition against the RSF; otherwise, the Army would have finished them off as it possesses sufficient force. However, the American plan wants both the Army and the RSF to remain for the purposes we explained above and to eliminate or marginalize the European opposition!

Second: Regarding the questions about the Geneva conference, we review them as follows:

  1. U.S. Secretary of State Blinken stated on 23/07/2024: ("Washington has invited the Sudanese Armed Forces and the Rapid Support Forces to participate in U.S.-mediated ceasefire talks starting on 14/08/2024 in Switzerland." He said, "The talks, which are also sponsored by Saudi Arabia, will include the African Union, Egypt, the UAE, and the UN as observers." He added, "The talks aim to stop the violence in the country, allow humanitarian aid to reach all who need it, and establish a robust monitoring and verification mechanism to ensure the implementation of any agreement." He pointed out that "the talks will not address broader political issues"... AFP, 23/07/2024). America intentionally did not want the previous rounds of negotiations in Jeddah to produce any results because it did not want to stop the fighting between the two sides. Blinken’s statement that "the talks will not address broader political issues" means that the Geneva meeting will not result in a cessation of fighting, but rather negotiations for the sake of negotiations! The statement by U.S. State Department spokesperson Matthew Miller confirms this, as he said ("he could not assess the likelihood of reaching an agreement, but we simply want to bring the two parties back to the negotiating table," adding, "we hope this will be an opportunity to finally reach a ceasefire"... Independent, 24/07/2024). Likewise, Britain realized that the Geneva negotiations called for by America would not find a solution. The UN envoy Ramtane Lamamra stated at a Security Council meeting on 29/07/2024 regarding the Geneva meeting, describing the discussions as ("an encouraging initial step in a longer and more complex process"... Asharq Al-Awsat, 29/07/2024). In other words, he is announcing that no solution will be reached in this meeting, and it is merely for chatter on the banks of the Rhone in Geneva! Note that Envoy Ramtane Lamamra, the former Algerian Foreign Minister, is one of the British agents working to involve the EU and British agents in talks related to Sudan, as happened in the Djibouti meeting held on July 26-27, 2024, where more than 20 countries participated in addition to the EU. It is worth noting that America managed to prevent the appointment of Ramtane Lamamra as an envoy to Libya, but Britain managed to appoint him as the UN envoy to Sudan.

  2. Thus, as soon as America called, through its Secretary of State, for a conference in Switzerland, the RSF rushed to respond immediately. Following this statement and on the evening of 23/07/2024, RSF commander Mohamed Hamdan Dagalo welcomed Blinken's invitation via the X platform, saying: "I announce our participation in the upcoming ceasefire talks on August 14, 2024, in Switzerland." This means Dagalo had prior knowledge of this call and knew its reasons from U.S. State Department channels, as he did not hesitate to answer. Although the Army commander and head of the Sovereignty Council, Al-Burhan, also had knowledge, the agreement was for him to show reluctance and delay his response to appear as if he has sovereignty and can oppose. Therefore, he requested a meeting with America to consult about the Geneva conference, as if Al-Burhan could accept or refuse without American approval! Then the failure of these consultations was announced: [Sudanese-American consultations, which were a prelude to the Army's participation in negotiations with the RSF, were officially declared stalled. The consultations took place in the Saudi city of Jeddah in response to a request from the government supported by the Army leadership based in Port Sudan. This threatens the failure of the Geneva mandate before it begins on its scheduled date next Wednesday... According to informed sources, the main points of disagreement that led to the failure of the consultations were the Sudanese delegation's refusal of the participation of "IGAD" and the UAE as "observers," and that participation in negotiations be in the name of the government, not the Army, and that it starts with implementing the "Jeddah Humanitarian Declaration" before entering any other negotiations. The head of the delegation, "Abu Namo," left the matter open and did not make a definitive decision regarding participation, leaving it to the leadership's assessment by saying: "The matter is ultimately left to the leadership's decision and assessments." Asharq Al-Awsat, 13/08/2024].

  3. Thus, the Jeddah consultations failed to agree on the Switzerland meeting, creating a pretext regarding whether the invitation was for the Army or the government! It is as if Al-Burhan could reject America's request for the Geneva meeting if it were serious! Rather, it is to keep the parties occupied with the subject of negotiation until America ends European influence in Sudan and reaches the solution it wants to serve as a positive push for it in the upcoming elections. As for why there is this American stalling so far without a solution to the Sudan problem, it is because the European and British parties are still strong in Sudan. As we mentioned earlier, America worked to highlight the conflict between Al-Burhan and Hemedti to marginalize European forces, but it has not yet achieved this goal. British activity has been reinforced in Sudan through the UAE, after it failed through Kenya, which demanded the introduction of peace forces to stop the fighting and the involvement of the civilian component (formed by British agents) in the negotiations. They failed in both "stopping the fight and involving the civilian component."

  4. The Sudanese government and Al-Burhan are aware of this. The representatives of Sudan and the UAE traded accusations at the UN during a Security Council session on 18/06/2024. The Sudanese representative, Al-Harith Idriss al-Harith, confirmed that ("he has evidence of the UAE's support for the RSF"), and the UAE representative, Mohamed Abushahab, replied that these were "false accusations," saying: "There will be no victory or military settlement to the conflict in Sudan, and the negotiating table is the only way for a settlement"... CNN, 19/06/2024). With this statement, the UAE announces its intervention in the ongoing conflict in Sudan. This was preceded by the reciprocal expulsion of diplomats between the two parties. Britain began the same game that America plays against its agents to contain them, by making them under the command of either the Army or the RSF. So Britain, through the UAE, began supporting the RSF to protect its agents and reinforce their presence, so the RSF cannot get rid of them or control them. British agents, under the name of the "Taqaddum" coordination led by Abdalla Hamdok, the former Prime Minister of Sudan ousted by Al-Burhan and Hemedti in 2021, began a noticeable move. The Sudanese prosecution issued a decision on 03/04/2024 to arrest 16 leaders of the coordination, headed by Hamdok, and demanded they surrender themselves to the prosecution on charges of ("aiding, assisting, conspiring, crimes against the state, undermining the constitutional system, war crimes, and genocide"... Sudanese TV, 03/04/2024). However, no one was arrested, and none of them surrendered, indicating the weakness of Al-Burhan's regime's will against British agents. Furthermore, Abdel Fattah Al-Burhan even refuses to negotiate with them: ["Al-Burhan, head of the Sovereignty Council in Sudan, announced on Thursday his refusal to negotiate with the Coordination of Civilian Democratic Forces (Taqaddum)..." Anadolu, 06/06/2024].

  5. The UAE's support for the RSF serves the interests of its master, Britain, in Sudan. This is not because the RSF commander Dagalo is a British agent—he is an American agent—but Britain wants to thwart the American plan in Sudan by infiltrating alongside Dagalo and supporting his RSF. Just as it did in Libya, where it gave a role to its agent, the UAE, to infiltrate Haftar (an American agent), providing him with support to influence him and sabotage his movement against British agents in the capital, Tripoli. Similarly, it gave the UAE a role in Yemen, where the UAE infiltrated the alliance formed by America led by Saudi Arabia in "Operation Decisive Storm" to intervene in Yemen. Britain exploited this to support its agents, enabling them to control Southern Yemen and expel the Houthis (American agents) from it. They were close to controlling Hodeidah and then heading towards Sana'a to topple the Houthis, if not for the propaganda created by America claiming the people of Hodeidah were dying of hunger and disease. Consequently, the Stockholm Conference was held on 13/12/2018, stopping the progress of the UAE and its allies from Southern Yemen... This is Britain's malice in international politics!

  6. Thus, America is stalling in finding a solution. The RSF agrees, and the Army refuses, and so on... Negotiations move from Jeddah to Cairo to Geneva, not to find a solution but to stall: [...The Transitional Sovereignty Council said in a statement "Based on contact with the U.S. government represented by the U.S. envoy to Sudan Tom Perriello, and contact from the Egyptian government requesting a meeting with a government delegation in Cairo to discuss the government's vision in implementing the Jeddah Agreement, the government will send a delegation to Cairo for this purpose." It added that the Jeddah Agreement stipulates that the RSF must leave civilian areas... Al-Marsad-Arabi, 19/08/2024].

  7. Conclusion:

a. It is possible that misleading decisions calling for a ceasefire between the Sudanese Army and the RSF will be issued at the Geneva conference on 14/08/2024, which is scheduled to last 10 days: (The "Geneva" talks are scheduled to last up to ten days under American-Saudi sponsorship... Al-Jazeera, 14/08/2024). However, they will lack effectiveness and remain merely ink on paper. If it happens, it will be temporary and not last; as America has not yet reached its goals. Focus will be limited to delivering humanitarian aid. (The Sudanese government announced it would allow humanitarian aid to pass through the Adré crossing on the border with Chad... The seven international parties participating in the Geneva conference welcomed this step... Sky News Arabia, 17/08/2024). (The United States described the Geneva negotiations as a new model, stressing that the goal of the talks is to expand the scope of aid delivery and reopen humanitarian corridors. Al-Jazeera, 20/08/2024).

b. America's inability to remove Britain from the scene in Sudan still persists, especially through Britain's regional agents like the UAE and its local agents like the "Taqaddum" coordination. This made America reconsider and involve the UAE in the Geneva conference, even though it previously confined matters related to Sudanese affairs to itself and its agent Saudi Arabia on the Jeddah platform, without looking at the European forces (Freedom and Change). When (Taqaddum) appeared more effective than (Freedom and Change), with the UAE behind it, America saw fit to involve the UAE in the conference for the sake of maneuvering and deception, without real seriousness in finding a solution to stop the fighting!

c. All of this is a loss for the Muslim people of Sudan. The killer and the killed among them are as the Messenger of Allah ﷺ said:

إِذَا الْتَقَى الْمُسْلِمَانِ بِسَيْفَيْهِمَا فَالْقَاتِلُ وَالْمَنْقُولُ فِي النَّارِ

"When two Muslims meet with their swords, both the killer and the killed are in the Fire." (Narrated by Bukhari and Muslim)

The sincere people in the Army and among the people must move to topple all these conspiracies and get rid of the agents, for they are the root of the calamity, and through them, the colonialists manage all these conspiracies. All sincere people must also move to support Hizb ut-Tahrir, the sincere political leadership that has not stopped exposing these conspiracies for decades and whose view has been correct every time. The sincere people among the people of power must support it in victory for the Deen of Allah and to honor Him.

وَلَيَنصُرَنَّ اللهُ مَن يَّنْصُرُهُ إِنَّ اللهَ لَقَوِيٌّ عَزِيزٌ

"And Allah will surely support those who support Him. Indeed, Allah is Powerful and Exalted in Might." (TMQ Al-Hajj [22]: 40)
