Praise be to Allah, and peace and blessings be upon the Messenger of Allah, his family, his companions, and those who follow him. To proceed:
Some brothers have written to me requesting that I reconsider those who broke the oath (nakith), left (tarik), or were disciplined (mu’aqab) since the start of the Party's journey in 1372 AH - 1953 CE, and that I pardon those among them who deserve pardon. This would provide them with a new opportunity in carrying the Dawah, so that perhaps whoever is given this opportunity may excel in it to meet Allah pure and clear... and that:
فَمَنْ عَفَا وَأَصْلَحَ فَأَجْرُهُ عَلَى اللَّهِ
"But whoever pardons and makes reconciliation - his reward is [due] from Allah." (QS Ash-Shura [42]: 40)
O brothers, I have reflected on this matter from all its aspects: from the front and the back, and from the right and the left... Consequently, Allah has opened my chest to a matter which I hereby decide:
A pardon is granted to every oath-breaker, quitter, or disciplined member—whether the punishment was temporary or permanent, with a general notification of the punishment or without it—who sends us a letter through the Mas’ul of his country, endorsed by the Mu’tamad, in which he confirms the following:
a- His regret for the reason behind his breaking the oath, leaving, or being disciplined.
b- He covenants with Allah, the Almighty, the All-Wise, not to return to such a reason.
c- If he has a page (on social media), he must delete everything on it that is harmful to the Party and its leadership, whether explicitly stated or implied.
d- He shall spend three nights seeking Allah’s forgiveness and repenting to Him, being sincere to Allah in his regret and covenant, and mentioning this in his letter to us.
If he does so, we shall consider what happened from him as if it never occurred, and the Party will embrace him anew after he takes a new oath (qasam)... And if he was disciplined by temporary neglect (al-ihmal al-mu’aqqat), then after he does what is mentioned above, we shall consider what happened as if it never occurred, and the Party will embrace him anew without an oath.
Three categories are excluded from this pardon:
a- He who betrayed the Party and was a leader in the rebellion and splintering.
b- He who betrayed the Party leadership and slandered it and lied deliberately and intentionally.
c- He who betrayed the orphan’s wealth and consumed it and wasted it and persisted in that.
I say to the brothers whose hearts are not at ease with the decision to pardon those individuals: I am the one who holds the authority, and I am owed obedience and respect in implementing what I decide within the limits of my authority in that which is not a sin... Furthermore, I have performed ijtihad in this matter, and I ask Allah (swt) that I have been correct.
وَمَنْ يُؤْمِنْ بِاللَّهِ يَهْدِ قَلْبَهُ
"And whoever believes in Allah - He will guide his heart." (QS At-Taghabun [64]: 11)
And Allah is the One whose help is sought.
