Praise be to Allah, and peace and blessings be upon the Messenger of Allah, his family, his companions, and those who follow him. To proceed...
To the Islamic Ummah in general, and to the carriers of the Dawah to re-establish the Rightly Guided Khilafah in particular, both men and women...
Peace be upon you, and the mercy of Allah and His blessings.
During these days one hundred years ago, in the late part of Rajab 1342 AH, corresponding to the early part of March 1924 CE, the colonialist Kuffar, led by Britain at that time and in cooperation with Arab and Turkish traitors, were able to eliminate the Khilafah State. The criminal of the era, Mustafa Kemal, announced the abolition of the Khilafah, besieged the Caliph in Istanbul, and expelled him at dawn that day. This was the price Britain ordered him to pay in exchange for appointing him as the sickly president of the secular Turkish Republic. And so it was, as a terrible earthquake struck the Muslim lands with the elimination of the Khilafah, the source of their glory and the pleasure of their Lord.
That criminal announced manifest kufr by abolishing the Khilafah after it had been established. It was the duty of the Ummah to fight him with the sword, as stated in the agreed-upon hadith of the Messenger of Allah ﷺ on the authority of Ubada bin as-Samit (may Allah be pleased with him):
وَأَنْ لَا نُنَازِعَ الْأَمْرَ أَهْلَهُ إِلَّا أَنْ تَرَوْا كُفْراً بَوَاحاً عِنْدَكُمْ مِنْ اللَّهِ فِيهِ بُرْهَانٌ
"...and that we would not dispute with the people in authority, unless you see open disbelief (kufran bawahan) for which you have a proof from Allah."
However, his extreme brutality in shedding the blood of the Ummah, especially the scholars—executing many, including Sheikh Said Piran (may Allah have mercy on him), and imprisoning others—had its effect in the Ummah’s shortcoming. She did not rise to shake that criminal and his associates in a way that would turn them into losers. Rather, the response was weak and did not reach the level of crushing that traitor to Allah, His Messenger, and the believers! Thus, the perpetrator of manifest kufr "escaped" with his heinous act from being cast by the Ummah into a far-off place!
Following that, the influence of the colonialist Kuffar took hold in the Muslim lands. They partitioned the lands and tore them into pieces, reaching about fifty-five fragments, as a result of the earthquake of the Khilafah's destruction. Then they added to this earthquake another one, giving the Jews a state in the Blessed Land, the place of the Night Journey and Ascent of the Messenger of Allah ﷺ, and provided it with the means of survival. The first of these means was protecting its security through the agent rulers surrounding it. Not only that, but these rulers would be defeated before the Jews in every war that broke out, until they gave the Jewish state a size beyond its actual size and an image other than its true image. They were not satisfied with that; rather, they exerted every effort to war against Allah and His Messenger to move the issue from uprooting the Jewish entity from Palestine to negotiating with it, hoping it might withdraw from some of what it occupied in 1967! Then they descended further, rushing toward normalization with the Jewish entity even without it withdrawing from anything!! Some committed the crime of normalization behind a curtain, while others committed it openly day and night! After the rulers of Egypt led this path of humiliation and disgrace, they were followed by the PLO, and the rulers of Jordan, then the Emirates, Bahrain, Sudan, and Morocco. The Saudi rulers stand on the wayside, signaling to those countries that they are following behind them and will not lag behind... Thus, they all hasten into crime without caring for the smallness that envelops them from the top of their heads to the soles of their feet:
سَيُصِيبُ الَّذِينَ أَجْرَمُوا صَغَارٌ عِنْدَ اللَّهِ وَعَذَابٌ شَدِيدٌ بِمَا كَانُوا يَمْكُرُونَ
"Disgrace from Allah and a severe punishment will smite those who have committed crimes for what they used to plot." (Surah Al-An'am [6]: 124)
Furthermore, Palestine is not the only land stabbed by these rulers; they also surrendered or handed over other pure parts of the land of Islam. Kashmir was annexed by the Hindu polytheists to their state... Russia annexed Crimea... South Sudan was separated from the North... East Timor was torn from Indonesia... and Cyprus—and what do you know of Cyprus, the fortress of the Muslims for many years—is today mostly controlled by the Greeks. The Rohingya Muslims are being slaughtered in Myanmar (Burma), and if they seek refuge in Bangladesh, the regime tightens the noose around them, herding them into "Bhasan Char" island, a dangerous island prone to floods and unfit for human habitation! Then there is East Turkestan, which China has begun to brutalize and treat with such savagery that even beasts would shy away from. It has turned it into a prison for free men and women, while massacres increase openly before the eyes and ears of the existing states in the Muslim lands, which remain as silent as the grave. When they do speak, they say of China's brutality against Muslims that it is an internal matter!
كَبُرَتْ كَلِمَةً تَخْرُجُ مِنْ أَفْوَاهِهِمْ إِنْ يَقُولُونَ إِلَّا كَذِباً
"Grave is the word that comes out of their mouths; they speak nothing but a lie." (Surah Al-Kahf [18]: 5)
As for the other Muslim lands, they are governed by Ruwaybidah (insignificant) rulers who revolve with the colonialist Kuffar wherever they turn. They neither preserve the security of the lands nor look after the rights of the people. Their wealth is plundered, and their dignity is stripped. They are of no consequence in peace or war. The colonialist Kuffar, especially America, give them no weight; rather, they call upon their agents with terms that increase their humiliation, dictating to them: "Were it not for us, you would not remain on your crooked thrones for more than a few days, so pay us as much wealth as you can, even beyond what you can." Truly, he who becomes contemptible finds humiliation easy to bear!!
O Muslims: This is your condition after the disappearance of the Khilafah, where nations have gathered against you from every side. So how were you when you were shaded by the Khilafah?
You were the best nation produced for mankind, followers of Muhammad ﷺ, the Seal of the Prophets and the Imam of the Mujahideen... Your ancestors were the Rightly Guided Caliphs and the conquering leaders... You are the descendants of An-Nasir Salahuddin, the conqueror of the Crusaders and the liberator of Bayt al-Maqdis from their filth in this same great month of Rajab 583 AH... the descendants of Qutuz and Baybars, the conquerors of the Tatars... the descendants of Muhammad al-Fatih, the young prince who was not over twenty-three when he conquered Constantinople in 857 AH - 1453 CE, so Allah honored him with the praise of the Messenger of Allah ﷺ in the hadith reported by Ahmad on the authority of Bishr al-Khath’ami:
فَلَنِعْمَ الْأَمِيرُ أَمِيرُهَا وَلَنِعْمَ الْجَيْشُ ذَلِكَ الْجَيْشُ
"What a wonderful leader will her leader be, and what a wonderful army will that army be."
...descendants of Caliph Suleiman the Magnificent, to whom France appealed for help in the sixteenth century (1525 CE) to release its captive king; yet today it has forgotten or pretended to forget its appeal to the Caliph of the Muslims, and has dared to insult Islam and the Messenger of Islam ﷺ without anyone to hold it accountable because the shield of Islam has gone... descendants of Caliph Selim III, during whose reign the United States of America paid an annual tax to allow American ships to pass safely from the Atlantic Ocean to the Mediterranean without the Ottoman Navy in the province of Algeria intercepting them. For the first time, America was forced to sign a treaty in a language other than its own, but in the language of another state (the Ottoman State) in 1210 AH - 1795 CE, while America now controls the rulers of the Muslims, saying, "Pay, for we are the ones who protect you"... descendants of Caliph Abdul Hamid, who was not tempted by the millions of gold coins offered by the Jews to the state treasury to allow them to settle in Palestine. He said his famous words: "The work of the scalpel in my body is easier for me than seeing Palestine severed from the Khilafah State," and added: "...so let the Jews keep their millions... and if the Khilafah State is torn apart one day, then they will be able to take Palestine without a price." And that is exactly what happened!... the descendants of those who invented the clock and gifted one to Charlemagne, the greatest king of Europe at the time, whose courtiers—the elite of his people—thought it was full of demons and jinn! This is how we were in our enlightened and illuminating thoughts, and that is how they were in their hollow and sickly thoughts!
This is how you were, O Muslims, when the Khilafah shaded you, and this is how you became when the Khilafah was removed from your brows. So take heed, O people of vision...
In conclusion, I turn to you, O People of Power and Protection (Ahl al-Quwwah wal-Man’ah)... O descendants of Khalid, Salahuddin, and Muhammad al-Fatih...
You alone are the ones who can heal the chest of the Ummah from its enemies, the enemies of your Deen. You alone can break the humiliation that the Muslims have reached in their lands, the lands of Islam... You will have the honor of the beginning and the fulfillment of the Ummah's hope; indeed, the entire Ummah and all its soldiers will follow you. You will not be alone, by Allah's permission. So rise to your duty, may Allah bless you. Rise to support us, to support Hizb ut-Tahrir to establish the Rightly Guided Khilafah. It is not just the path to victory as a description of reality, but primarily because it is a great obligation (fard). Through it, the laws are established and the penal codes (hudud) are implemented. Without it, the laws are not applied to the people, nor are the hudud established among them... And whoever does not work to establish the Khilafah and appoint a Caliph while being capable, his sin is great, as if he died a death of jahiliyyah (ignorance), indicating the severity of the sin:
...وَمَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ، مَاتَ مِيتَةً جَاهِلِيَّةً
"...and whoever dies without having a pledge of allegiance (bay'ah) on his neck, dies a death of jahiliyyah."
The Muslims began with the bay'ah of the Caliph before they began preparing the Messenger of Allah ﷺ and burying him (peace and blessings be upon him), despite the importance and greatness of that. All this was due to the greatness and importance of the Khilafah...
O People of Power and Protection... O People of Nusrah... O Armies of the Muslims
Is there not among you a Mus'ab bin Umayr, an As'ad bin Zurarah, an Usayd bin Hudayr, and a Sa'd bin Mu'adh, who supported Allah (Exalted be He) and His Messenger ﷺ and thus won in this world and the Hereafter? Even the Throne of the Most Merciful shook at the death of Sa'd bin Mu'adh for his support of the Deen of Allah. Al-Bukhari reported from Jabir (may Allah be pleased with him): I heard the Prophet ﷺ say:
اهْتَزَّ العَرْشُ لِمَوت سعد بن معاذ
"The Throne shook at the death of Sa'd bin Mu'adh."
Is there not among you a wise man who will support Allah, His Messenger, and the people of His Dawah? Indeed, the Ummah is waiting for you, waiting for you to say Allahu Akbar so she may say it with you, and for the banner to flutter in your hands so she may cheer for you. By this alone, the Ummah will rise and establish the Rightly Guided Khilafah, which applies Islam internally and carries it to the world through Dawah and Jihad. Then Allah (Exalted be He) will grant her victory:
إِنَّا لَنَنْصُرُ رُسُلَنَا وَالَّذِينَ آمَنُوا فِي الْحَيَاةِ الدُّنْيَا وَيَوْمَ يَقُومُ الْأَشْهَادُ
"Indeed, We will support Our messengers and those who believe during the life of this world and on the Day when the witnesses will stand." (Surah Ghafir [40]: 51)
O Soldiers of Allah: We realize that angels will not descend from the sky to establish a Khilafah for us and lead an army for us that honors Islam and the Muslims. Rather, Allah (Exalted be He) sends down angels to help us if we work with seriousness, truthfulness, and sincerity to resume the Islamic way of life on earth and establish the Khilafah. It is a promise that is not a lie in the Book of Allah (Exalted be He) and the hadith of the Messenger of Allah ﷺ. The words of those who say that establishing the Khilafah today is a kind of fantasy do not affect this. Rather, the truth is that the one who says establishing the Khilafah is a fantasy is the one seeking a fantasy. As for establishing the Khilafah, it is a reality that must occur by Allah's permission, confirmed by four facts:
Firstly: A promise from Allah:
وَعَدَ اللَّهُ الَّذِينَ ءَامَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ
"Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earth just as He granted it to those before them." (Surah An-Nur [24]: 55)
Secondly: Glad tidings from the Messenger of Allah ﷺ regarding the return of the Khilafah on the method of Prophethood after this oppressive rule. He ﷺ says:
...ثُمَّ تَكُونُ مُلْكاً جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ
"...then there will be an oppressive rule, and it will last as long as Allah wishes it to last. Then Allah will end it when He wishes to end it. Then there will be a Khilafah on the method of Prophethood." Then he ﷺ remained silent. (Reported by Ahmad from Hudhayfah)
Thirdly: A living, active Ummah, the best nation produced for mankind:
كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنْكَرِ وَتُؤْمِنُونَ بِاللَّهِ
"You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrong and believe in Allah." (Surah Ali 'Imran [3]: 110). Though she may have quieted from establishing the Khilafah for a day, it is but the stillness of the lion before its pounce...
Fourthly: A party that is, by Allah's permission, sincere to Him (Exalted be He) and truthful to His Messenger ﷺ, moving with speed, joining its night with its day to fulfill the promise and the glad tidings, as if it is the realization of his ﷺ saying:
لَا تَزَالُ طَائِفَةٌ مِنْ أُمَّتِي ظَاهِرِينَ عَلَى الْحَقِّ لَا يَضُرُّهُمْ مَنْ خَذَلَهُمْ حَتَّى يَأْتِيَ أَمْرُ اللَّهِ وَهُمْ كَذَلِكَ
"There will always be a group from my Ummah who will remain victorious upon the truth; they will not be harmed by those who forsake them until the Command of Allah comes and they are in that state." (Reported by Muslim from Thawban)
Any one of these four is sufficient to declare that working for the Khilafah is not a fantasy, so how about all four combined?! Thus, the establishment of the Khilafah is a reality occurring in a time not far away by Allah's permission. Its steadfastness and stability after its establishment is a certain matter, if Allah wills. The structure of the states that are "Great" today will collapse into a far-off place. These states are insignificant to Allah and to the servants of Allah. What a small creature (Covid-19), which can hardly be seen, did to those states and their leader, America, speaks of that... Look what happened to her in her elections: one team considers it theft and forgery, and another considers it a great victory! Then it did not stop at verbal shells, but reached the storming of official institutions and the taking of lives with physical shells in the corridors of the leader of Capitalism, while both teams call for "decayed democracy"! This is the world today, the great before the small... and nothing will save it except the establishment of the Islamic State, the Khilafah State on the method of Prophethood...
O Brothers: We were working and supplicating to Allah that the establishment of the Khilafah would be before the centenary. Days passed during these seventy years of the Party's life where we almost grasped the Khilafah, then it would move away. Nevertheless, we do not despair of the mercy of Allah. We work with our eyes looking toward the Khilafah and our hearts beating for it, and we are all tranquil in its establishment, for the Messenger of Allah ﷺ informed us of that and gave us glad tidings:
...ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ
"...then there will be a Khilafah on the method of Prophethood."
All this is worthy of sharpening the resolve, strengthening the determination, reigniting the heat anew, and making a person into a new creation—from one who is overwhelmed when a calamity strikes to one who rejoices at the relief that follows the calamity.
This is how the All-Knowing, All-Aware informed us:
فَإِنَّ مَعَ الْعُسْرِ يُسْراً * إِنَّ مَعَ الْعُسْرِ يُسْراً
"For indeed, with hardship [will be] ease. Indeed, with hardship [will be] ease." (Surah Ash-Sharh [94]: 5-6)
And this is how the Truthful and Trusted One informed us in a sound hadith: "And one hardship will never overcome two eases." And thus was the letter of Umar to Abu Ubaidah: "For indeed, there was never a hardship except that Allah made a way out after it, and one hardship will never overcome two eases." So, the relief is coming by the permission of Allah, the Lord of the worlds, and the Khilafah is being established by the hands of the sincere believers. It will eliminate the Jewish entity, and Palestine will return to the Abode of Islam. Rome will be conquered after its sister was conquered. Pure throats will cry out with the word of the Mighty and Exalted:
وَقُلْ جَاءَ الْحَقُّ وزهق الْبَاطِلُ إِنَّ الْبَاطِلَ كَانَ زَهُوقاً
"And say, 'Truth has come, and falsehood has departed. Indeed is falsehood, [by nature], ever bound to depart.'" (Surah Al-Isra [17]: 81)
The world will be filled with cries of Takbir, and the earth will shine with the light of Islam.
لَيَبْلُغَنَّ هَذَا الْأَمْرُ مَا بَلَغَ اللَّيْلُ وَالنَّهَارُ وَلَا يَتْرُكُ اللَّهُ بَيْتَ مَدَرٍ وَلَا وَبَرٍ إِلَّا أَدْخَلَهُ اللَّهُ هَذَا الدِّينَ بِعِزِّ عَزِيزٍ أَوْ بِذُلِّ ذَلِيلٍ عِزّاً يُعِزُّ اللَّهُ بِهِ الْإِسْلَامَ وَذُلّاً يُذِلُّ اللَّهُ بِهِ الْكُفْرَ
"This matter will certainly reach where the night and day reach, and Allah will not leave a house of mud or fur except that He will cause this Deen to enter it, with the honor of the honorable or the humiliation of the humiliated; an honor by which Allah honors Islam and a humiliation by which Allah humiliates kufr." (Reported by Ahmad from Tamim ad-Dari)
We realize that the enemies of Islam will consider the achievement of this impossible, and they repeat the saying of their predecessors mockingly:
غَرَّ هَؤُلَاءِ دِينُهُمْ
"Their religion has deluded these [people]." (Surah Al-Anfal [8]: 49)
But just as that saying was a calamity for those who said it, and Allah honored His Deen and supported its people, so it is today a calamity for them. For Allah, the Mighty and Wise, is with His servants who rely on Him, who are sincere to Him (Exalted be He), and truthful with His Messenger ﷺ, those who work with seriousness and diligence, without His saying (Exalted be He) ever leaving their hearts and limbs:
إِنَّ اللَّهَ بَالِغُ أَمْرِهِ قَدْ جَعَلَ اللَّهُ لِكُلِّ شَيْءٍ قَدْراً
"Indeed, Allah will accomplish His purpose. Allah has already set for everything a [decreed] extent." (Surah At-Talaq [65]: 3)
With every passing day, they draw closer to this "decreed extent."
وَاللَّهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ
"And Allah is predominant over His affair, but most of the people do not know." (Surah Yusuf [12]: 21)
