Speech of the Ameer of Hizb ut-Tahrir on the Occasion of the Beginning of the Month of Dhul-Hijjah 1438 AH

To the pious and pure dawah carriers, the virtuous and righteous—and we do not vouch for anyone over Allah...

To the visitors of the page who are approaching the Truth it proclaims and the goodness it carries, by the permission of Allah...

To all Muslims who love Allah (swt) and His Messenger ﷺ.

To all of you, I greet you with the greeting of Islam: Assalamu Alaikum wa Rahmatullahi wa Barakatuh. To proceed:

As you know, we have been accustomed to congratulating you on the morning of the Eid. However, the Imam recited the noble verse in the Fajr prayer:

وَالْفَجْرِ * وَلَيَالٍ عَشْرٍ

"By the dawn; And [by] ten nights." (Surah Al-Fajr [89]: 1-2)

I saw fit to share this address with you on the first day of these ten blessed days by which Allah has sworn, and in which the Messenger of Allah ﷺ has made righteous deeds more beloved to Allah than in any other time. Ahmad narrated in his Musnad from Sa’id bin Jubayr, from Ibn Abbas, who said: The Messenger of Allah ﷺ said:

مَا مِنْ أَيَّامٍ الْعَمَلُ الصَّالِحُ فِيهَا أَحَبُّ إِلَى اللَّهِ عَزَّ وَجَلَّ مِنْ هَذِهِ الْأَيَّامِ يَعْنِي أَيَّامَ الْعَشْرِ قَالَ قَالُوا يَا رَسُولَ اللَّهِ وَلَا الْجِهَادُ فِي سَبِيلِ اللَّهِ قَالَ وَلَا الْجِهَادُ فِي سَبِيلِ اللَّهِ إِلَّا رَجُلًا خَرَجَ بِنَفْسِهِ وَمَالِهِ ثُمَّ لَمْ يَرْجِعْ مِنْ ذَلِكَ بِشَيْءٍ

"There are no days in which righteous deeds are more beloved to Allah, the Mighty and Sublime, than these days—meaning the ten days." They said, "O Messenger of Allah, not even Jihad in the path of Allah?" He said, "Not even Jihad in the path of Allah, except for a man who goes out with his life and wealth and does not return with any of it."

These are great days that begin with the first of the sacred month of Dhul-Hijjah and end with the Day of Sacrifice, the day of Eid al-Adha. I ask Allah (swt) to make it a source of goodness and blessing for Islam and all Muslims, and that Allah accepts the acts of obedience. May these ten nights be openings of goodness for those who witness them properly and give them their due right, for they are days of truthfulness, sincerity, and seeking nearness to Allah through righteous deeds and answered prayers, Insha'Allah.

Dear Brothers:

Some of the youth say that the pressures have intensified against us internationally, regionally, and locally... Yes, this is true, but it is not a reason for despair or sorrow; rather, it is a herald of relief. For the intensification of a crisis is a sign of its resolution, and the blackness of the night's darkness is a sign of the true dawn... Whoever contemplates the Seerah of the Prophet ﷺ finds it testifying to this. The Kuffar of Quraish fought the dawah of the Messenger ﷺ and stood in his face through various means. Their stances escalated in harassment and severity; they boycotted the Messenger ﷺ and his companions (ra) in the mountain pass, tortured them, made the feet of the Messenger ﷺ bleed, and slandered him with magic, madness, and lies:

كَبُرَتْ كَلِمَةً تَخْرُجُ مِنْ أَفْوَاهِهِمْ إِن يَقُولُونَ إِلاَّ كَذِبًا

"Grave is the word that comes out of their mouths; they speak not except a lie." (Surah Al-Kahf [18]: 5)

Then the crisis intensified, and they agreed to kill the Messenger of Allah ﷺ. They followed him to the cave of Thawr while he was hidden there with his companion, As-Siddiq Abu Bakr (ra). They stood at the entrance of the cave, with nothing between them and the Messenger of Allah ﷺ except a cubit or less... This was on the eve of that day, and a day or two later, the Messenger ﷺ was establishing the State in Madinah, raising its structure so that it might illuminate the world and proclaim the Truth:

إِنَّ فِي ذَلِكَ لَذِكْرَى لأُوْلِي الأَلْبَابِ

"Indeed in that is a reminder for those of understanding." (Surah Az-Zumar [39]: 21)

Such is the dawah we carry, following the example of Hizb ut-Tahrir, which leads it—its youth and its leadership—to various pressures, harassment, and torture leading to martyrdom from the plots of the plotters, the spies of the oppressors, and the hatred of the hateful.

As for the Party, it has been banned and prohibited in the lands of the Islamic world. Even those countries open to parties of various forms, such as Indonesia, have banned the Party. Similarly, those countries whose doors are wide open for all kinds of parties, even the most worthless, such as Tunisia, have also banned the Party... As for why, it is because of the Word of Truth that the Party proclaims.

As for the youth of the Party, the prisons of the Taghuts speak of their condition; they are tortured in their narrow prisons and pursued in their larger prison. To Allah we belong, and to Him we shall return.

As for the leadership of the Party: the first Ameer was subjected to slanders by the hateful and the spies, blatant lies and fabrications... As for the second, they were not satisfied with slandering him but claimed he deviated from the Idea and the Method... As for the poor servant, the third Ameer, they were not satisfied with slanders or claims of violations, but they even rumored his death! They thought that by doing so, they could extinguish their rage! They are truly fools, for they have hearts with which they do not understand. If they understood, they would know that the death of the Party's Ameer does not mean the death of the Party. Rather, an Ata (gift) is succeeded by an Ata even stronger and more powerful, addressing them with the words of the Almighty:

وَإِذَا خَلَوْاْ عَضُّواْ عَلَيْكُمُ الأَنَامِلَ مِنَ الْغَيْظِ قُل مُوتُواْ بِغَيْظِكُمْ إِنَّ اللَّهَ عَلِيمٌ بِذَاتِ الصُّدُورِ

"And when they are alone, they bite their fingertips at you in rage. Say, 'Die in your rage. Indeed, Allah is Knowing of that within the breasts.'" (Surah Aal-Imran [3]: 119)

This dawah is for Allah, and it will not be harmed by the plots of the plotters, the spies of the oppressors, the hatred of the hateful, nor the fabrications of the liars. Rather, it will rise from height to height, and its light will extend, by Allah's permission, to the heavens, fulfilling the promise of Allah (swt) and the glad tidings of His Messenger ﷺ in its three branches:

This compulsive kingship will fall into a deep abyss, and there will be a Khilafah upon the method of Prophethood. The Prophet ﷺ said:

ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً، فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلاَفَةٌ عَلَى مِنْهَاجِ النُّبُوَّةٍ ثُمَّ سَكَتَ

"Then there will be compulsive kingship, and it will remain as long as Allah wills it to remain. Then He will lift it when He wills to lift it. Then there will be a Khilafah upon the method of Prophethood.” Then he was silent." (Narrated by Imam Ahmad from Hudhayfah bin al-Yaman). It will illuminate the world; Allah will establish the Truth with His words and uproot the disbelievers...

And we will uproot the Jewish entity from its roots. Muslim narrated in his Sahih from Abu Hurairah that the Messenger of Allah ﷺ said:

لَا تَقُومُ السَّاعَةُ حَتَّى يُقَاتِلَ الْمُسْلِمُونَ الْيَهُودَ، فَيَقْتُلُهُمُ الْمُسْلِمُونَ

"The Hour will not be established until the Muslims fight the Jews, and the Muslims will kill them..." (In another narration, he ﷺ said: "The Jews will fight you, and you will be given power over them.") We will enter Palestine, the blessed land, as liberators, and we will pray in Al-Aqsa Mosque with the Adhan of our companion in Iraq, who sent a letter beseeching Allah that he be the first Mu'adhin in Al-Aqsa after its liberation.

Likewise, we will conquer Rome, by Allah's permission. Ahmad narrated in his Musnad and Al-Hakim (who authenticated it and Adh-Dhahabi agreed) from Abu Qabeel, who said: We were with Abdullah bin Amr bin al-Aas, and he was asked: "Which of the two cities will be conquered first: Constantinople or Rome?" Abdullah said: "While we were around the Messenger of Allah ﷺ writing, the Messenger of Allah ﷺ was asked: 'Which of the two cities will be opened first: Constantinople or Rome?' The Messenger of Allah ﷺ said:

مَدِينَةُ هِرَقْلَ تُفْتَحُ أَوَّلًا، يَعْنِي قُسْطَنْطِينِيَّةَ

'The city of Heraclius will be opened first,' meaning Constantinople."

Constantinople was conquered, and Rome will be conquered, Insha'Allah, fulfilling the wish of our companion in Palestine, who sent a letter beseeching Allah to have a share of the legacy of Tamim ad-Dari (ra), that he might have a piece of land in the heart of Rome...

Thereafter, no house of mud or fur will remain except that Islam will enter it with the might of the mighty or the humiliation of the humiliated—a might by which Allah honors Islam and its people, and a humiliation by which Allah debases Kufr and its people. The Messenger ﷺ said in the hadith narrated by Ahmad in his Musnad from Tamim ad-Dari: I heard the Messenger of Allah ﷺ saying:

لَيَبْلُغَنَّ هَذَا الْأَمْرُ مَا بَلَغَ اللَّيْلُ وَالنَّهَارُ وَلَا يَتْرُكُ اللَّهُ بَيْتَ مَدَرٍ وَلَا وَبَرٍ إِلَّا أَدْخَلَهُ اللَّهُ هَذَا الدِّينَ بِعِزِّ عَزِيزٍ أَوْ بِذُلِّ ذَلِيلٍ عِزًّا يُعِزُّ اللَّهُ بِهِ الْإِسْلَامَ وَذُلًّا يُذِلُّ اللَّهُ بِهِ الْكُفْرَ

"This matter will certainly reach what the night and day have reached, and Allah will not leave a house of mud or fur except that He will cause this Deen to enter it, by the might of the mighty or the humiliation of the humiliated—a might by which Allah honors Islam and a humiliation by which Allah debases Kufr..." (Al-Bayhaqi in Al-Sunan al-Kubra and Al-Hakim in his Mustadrak narrated similar).

The hateful, the alarmists, and those in whose hearts is a disease or corruption beyond disease may say that we are dreaming or that we are dreamers... Their predecessors said it before; they said of the Messenger of Allah ﷺ and his companions (ra): "Their religion has deluded them. How can they look forward to the treasures of Khosrau and Caesar?!" Then the promise of Allah was fulfilled, and the noses of those fallen ones were rubbed in the dust; Khosrau and Caesar fell, and the Islamic State and the banner of Islam rose. This will happen again, Insha'Allah, and the hateful will die in their rage, followed by the spies of the oppressors, the plotters, and every caller to falsehood.

وَسَيَعْلَمُ الَّذِينَ ظَلَمُوا أَيَّ مُنقَلَبٍ يَنقَلِبُونَ

"And those who have wronged are going to know to what [kind of] return they will be returned." (Surah Ash-Shu'ara [26]: 227)

Dear Brothers:

We do not work in imagination; rather, we work while being certain of Allah's promised victory. It is not only for the Prophets, and not only in the Hereafter, but also for the believers in this world and the Hereafter:

إِنَّا لَنَنصُرُ رُسُلَنَا وَالَّذِينَ آمَنُوا فِي الْحَيَاةِ الدُّنْيَا وَيَوْمَ يَقُومُ الأَشْهَادُ

"Indeed, We will support Our messengers and those who believe during the life of this world and on the Day when the witnesses will stand." (Surah Ghafir [40]: 51)

I emphasize to you, O brothers, that the Party has nearly reached its goal several times since its inception until today, but:

لِكُلِّ أَجَلٍ كِتَابٌ

"For every term is a decree." (Surah Ar-Ra'd [13]: 38)

And for Allah is the profound wisdom... When the All-Powerful, the Almighty, decrees a matter, He facilitates its means, so it does not delay from its appointed time:

إِنَّ اللَّهَ بَالِغُ أَمْرِهِ قَدْ جَعَلَ اللَّهُ لِكُلِّ شَيْءٍ قَدْرًا

"Indeed, Allah will accomplish His purpose. Allah has already set for everything a [decreed] extent." (Surah At-Talaq [65]: 3)

In conclusion, I return to where I began. I saw fit to share this address with you on the first day of these ten blessed days by which Allah has sworn, and of which the Messenger of Allah ﷺ said: "There are no days in which righteous deeds are more beloved to Allah, the Mighty and Sublime, than these days—meaning the ten days..." These are great days that begin with the first of the sacred month of Dhul-Hijjah and end with the Day of Sacrifice, the day of Eid al-Adha. I ask Allah (swt) to make it a source of goodness and blessing for Islam and all Muslims, and that Allah accepts the acts of obedience. And I ask Allah (swt) that these days return while we are shaded by the Rayah of Al-'Uqab, standing on pure ground, carrying goodness in our hands, our tongues proclaiming it, hearts finding tranquility in it, and chests expanding with joy:

وَيَوْمئِذٍ يَفْرَحُ الْمُؤْمِنُونَ * بِنَصْرِ اللَّهِ يَنصُرُ مَن يَشَاء وَهُوَ الْعَزِيزُ الرَّحِيمُ

"And on that day the believers will rejoice in the victory of Allah. He gives victory to whom He wills, and He is the Exalted in Might, the Merciful." (Surah Ar-Rum [30]: 4-5)

Finally, I repeat that this dawah is for Allah; it will not be harmed by the plots of the plotters, the spies of the oppressors, the hatred of the hateful, nor the fabrications of the liars. Rather, the dawah of Allah will rise, its light will delight the sincere onlookers, and its radiance will extinguish the hearts of the hateful fabricators.

وَلَتَعْلَمُنَّ نَبَأَهُ بَعْدَ حِينٍ

"And you will surely know [the truth of] its information after a time." (Surah Sad [38]: 88)
